For years, the country's economic situation had seemed hopeless. Abundantly endowed with minerals and oil and gas deposits, it has nonetheless swung from booms to busts and back again. Its politics are hopelessly corrupt. The central government, far from being an effective regulator, serves mostly as a handmaiden to a powerful group of oligarchs, making it that much easier for the rich to get richer. And as the oil and mineral barons party on, the rest of the country suffers ...

It's called the "resource curse" — and what it means is that many economists have come to accept that for developing countries, less is more. Think of Ghana and Zambia, which upon independence expected that their cocoa plantations and copper deposits would ease their way to prosperity — and were quickly disabused of the idea. Think of Saudi Arabia, where they import Filipinos and Palestinians to do the work as the sheiks jet off to party and shop in London and Paris. When the Netherlands in the 1950s and '60s discovered a huge amount of natural gas off its shores, only to see the rest of its economy subsequently go into the tank, the phenomenon became known as the "Dutch disease."

It's coming to the end of its shelf life. The historic commodities boom that we are living through now shows that the Dutch disease is just as often absent from resource-rich countries as it is present. The key is governance. Yes, commodities can indeed produce rent-seeking, and can bump up the external value of a currency, making it hard to produce other goods for export. But well-governed nations find ways to insulate their economies from the downside of commodities. Some of it, as Norway has shown, is just straightforward economic fundamentals: sound monetary policy, open trading and investment regimes. Enforced laws against corruption are basic. So, too, is using natural endowments to make key industries more efficient and productive, in part by utilizing (and indeed, prodding) innovations elsewhere in the economy. Australia, points out Stanford economist Gavin Wright, receives more income from intellectual property associated with the mining industry than it does from wine exports.

Skeptics of the Dutch disease's demise point to Russia as the most prominent example of a hugely endowed country making bad choices. A chaotic democracy has become an authoritarian, one-party state guided by former Gazprom chairman Dmitri Medvedev, who is often regarded as little more than a front man for former President Vladimir Putin. The crippling corruption of the 1990s, in conventional wisdom, is now simply benefiting a different cast of characters.

Maybe so. But nothing guarantees that doleful outlook — surely not the geological gift of massive resources. History, if it shows anything, shows that resource-dependent, boom-and-bust, poorly regulated countries can — and do — change. Consider the country described in the first paragraph of this story. It is, true enough, Russia today. But it's also a fair description of another country, at the start of the 20th century. The United States has come a long way since then.

نحن العرب قساة جفاة

أكتب هذه المقالة من باريس في رحلة علاج الركبتين وأخشى أن أتهم بميلي إلى الغرب وأنا أكتبُ عنهم شهادة حق وإنصاف، ووالله إن غبار حذاء محمد بن عبد الله (صلى الله عليه وسلم) أحبُ إليّ من أميركا وأوروبا مجتمِعَتين. ولكن الاعتراف بحسنات الآخرين منهج قرآني، يقول تعالى: «ليسوا سواء من أهل الكتاب أمة قائمة»، وقد أقمت في باريس أراجع الأطباء وأدخل المكتبات وأشاهد الناس وأنظر إلى تعاملهم فأجد رقة الحضارة، وتهذيب الطباع، ولطف المشاعر، وحفاوة اللقاء، حسن التأدب مع الآخر، أصوات هادئة، حياة منظمة، التزام بالمواعيد، ترتيب في شؤون الحياة، أما نحن العرب فقد سبقني ابن خلدون لوصفنا بالتوحش والغلظة، وأنا أفخر بأني عربي؛ لأن القرآن عربي والنبي عربي، ولولا أن الوحي هذّب أتباعه لبقينا في مراتع هبل واللات والعزى ومناة الثالثة الأخرى. ولكننا لم نزل نحن العرب من الجفاء والقسوة بقدر ابتعادنا عن الشرع المطهر، نحن مجتمع غلظة وفظاظة إلا من رحم الله، فبعض المشايخ وطلبة العلم وأنا منهم جفاة في الخُلُق، وتصحّر في النفوس، حتى إن بعض العلماء إذا سألته أكفهرَّ وعبس وبسر، الجندي يمارس عمله بقسوة ويختال ببدلته على الناس، من الأزواج زوج شجاع مهيب وأسدٌ هصور على زوجته وخارج البيت نعامة فتخاء، من الزوجات زوجة عقرب تلدغ وحيّة تسعى، من المسؤولين من يحمل بين جنبيه نفس النمرود بن كنعان كِبراً وخيلاء حتى إنه إذا سلّم على الناس يرى أن الجميل له، وإذا جلس معهم أدى ذلك تفضلاً وتكرماً منه، الشرطي صاحب عبارات مؤذية، الأستاذ جافٍ مع طلابه، فنحن بحاجة لمعهد لتدريب الناس على حسن الخُلُق وبحاجة لمؤسسة لتخريج مسؤولين يحملون الرقة والرحمة والتواضع، وبحاجة لمركز لتدريس العسكر اللياقة مع الناس، وبحاجة لكلية لتعليم الأزواج والزوجات فن الحياة الزوجية.

المجتمع عندنا يحتاج إلى تطبيق صارم وصادق للشريعة لنخرج من القسوة والجفاء الذي ظهر على وجوهنا وتعاملنا. في البلاد العربية يلقاك غالب العرب بوجوه عليها غبرة ترهقها قترة، من حزن وكِبر وطفشٍ وزهق ونزق وقلق، ضقنا بأنفسنا وبالناس وبالحياة، لذلك تجد في غالب سياراتنا عُصي وهراوات لوقت الحاجة وساعة المنازلة والاختلاف مع الآخرين، وهذا الحكم وافقني عليه من رافقني من الدعاة، وكلما قلت: ما السبب؟ قالوا: الحضارة ترقق الطباع، نسأل الرجل الفرنسي عن الطريق ونحن في سيارتنا فيوقف سيارته ويخرج الخارطة وينزل من سيارته ويصف لك الطريق وأنت جالس في سيارتك، نمشي في الشارع والأمطار تهطل علينا فيرفع أحد المارة مظلته على رؤوسنا، نزدحم عند دخول الفندق أو المستشفى فيؤثرونك مع كلمة التأسف، أجد كثيراً من الأحاديث النبوية تُطبَّق هنا، احترام متبادل، عبارات راقية، أساليب حضارية في التعامل، بينما تجد أبناء يعرب إذا غضبوا لعنوا وشتموا وأقذعوا وأفحشوا، أين منهج القرآن: «وقل لعبادي يقولوا التي هي أحسن»، «وإذا خاطبهم الجاهلون قالوا سلاما»، «فاصفح الصفح الجميل»، «ولا تصعّر خدّك للناس ولا تمش في الأرض مرحاً إن الله لا يحب كل مختال فخور، واقصد في مشيك واغضض من صوتك إن أنكر الأصوات لصوت الحمير». وفي الحديث: «الراحمون يرحمهم الرحمن»، و«المسلم من سلم المسلمون من لسانه ويده»، و«لا تباغضوا ولا تقاطعوا ولا تحاسدوا». عندنا شريعة ربّانيّة مباركة لكن التطبيق ضعيف، يقول عالم هندي: (المرعى أخضر ولكن العنز مريضة).

واللذان كتبا موضوعا عن اضرار الموبايل فقاموا بهذة التجربة الغريبة
عن طريق جهازى الموبايل خاصتهما
وقد قاما بعمل ميكرويف مبسط
كما هو مبين فى الصورة

حيث وضعوا موبايل على كل جانب من جوانب البيضة وقاموا بتشغيل
تسجيل صوت واتصلوا من الموبايل للاخر حتى لا تغلق الموبايلات
وكانك تتحدث فعلا فيها ،،
فوجدوا البيضة قد اصبحت دافئة فى خلال خمسه عشر دقيقة
ووجدوها ساخنة فى خلال خمسة وعشرون دقيقة
ووجدوها ساخنة جدا فى خلال اربعين دقيقة
اما بعد خمسة وستون دقيقة فقد اصبحت البيضة مطهوة تماما

من هنا يتضح نتائج معينة وهى :

1) ان طهو البيض بالموبايل ممكن ولكن مكلف جدا

2) يمكن ان تطهو مخك فقط لو تحدثت ساعتين متواصلتين فى الموبايل

3) تستخدم التليفون الارضى قدر الامكان

تحذير خطير

لاتتركوا اجهزة الجوال بقربكم عند النوم

خصوصا اللذين يستخدمون الجوال كساعة منبه ؟؟

وبالأمكان استخدام ساعة منبه عادية بدل عن الجوال

أن النوم بجوار جهاز الجوال يشبه النوم بجوار مفاعل نووي صغير

ترك اجهزة الموبايل مفتوحة في غرف النوم يسبب الأرق والافراط في استخدامها يؤدي الى تلف في الدماغ وضعف القلب

حذر مخترع رقائق الهاتف المحمول عالم الكيمياء الالماني فرايدلهايم فولنهورست من مخاطر ترك اجهزة الموبايـل مفتوحة في غرف النوم علي الدماغ البشري , وقال في لقاء خاص معه في ميونيخ , ان ابقاء تلك الاجهزة او اية اجهزة ارسال او استقبال فضائي في غرف النوم يسبب حالة من الارق والقلق وانعدام النوم وتلف في الدماغ مما يؤدي علي المدي الطويل الي تدميـرجهـازالمنـاعـة في الجسم .

واكد في تصريح صحفي انه توجد قيمتان لتردد الإشعاعات المنبعثة من الموبايل , الأولي 900 ميجا هرتز والثانية 1.8 ميجا هرتز مما يعرض الجسم البشري الي مخاطر عديدة مشيرا الي محطات تقوية الهاتف المحمول تعادل في قوتها الاشعاعات الناجمة عن مفاعل نووي صغير , كما ان الترددات الكهرومغناطيسية الناتجة من الموبايل اقوي من الاشعة السينية التي تخترق كافة اعضاء الجسم والمعروفة باشعة " اكس " .

واشار العالم الكيميائي الالماني الذي يعيش وحيدا في شقته بميونيخ ان الموبايل يمكن أن تنبعث من المحمول طاقة أعلي من المسموح به لأنسجة الرأس عند كل نبضة يرسلها , حيث ينبعث من التليفون المحمول الرقمي أشعة كهرومغناطيسية ترددها 900 ميجا هرتز علي نبضات ويصل زمن النبضة الي 546 ميكرو ثانية ومعدل تكرار النبضة 215 هرتز .

واشار بهذا الصدد الي العديد من الظواهر المرضية التي يعاني منها غالبية مستخدمي الموبايل مثل الصداع وألم وضعف الذاكرة والارق والقلق اثناء النوم وطنين في الأذن ليلاً كما أن التعرض لجرعات زائدة من هذه الموجات الكهرومغناطيسية يمكن أن يلحق أضرارا بمخ الإنسان . وفسر طنين الاذن بانه ناتج عن طاقة زائدة في الجسم البشري وصلت اليه عن طريق التعرض الي المزيد من الموجات الكهرومغناطيسية .

وقال البروفيسور الذي اخترع رقائق الموبايل اثناء عمله في شركة سيمنس الالمانية للالكترونيات , ان إشعاعات الهاتف المحمول تضرب خلايا المخ بحوالي 215 مرة كل ثانية مما ينجم عنه ارتفاع نسبـــــــــة التحول السرطاني بالجسم 4% عن المعدل الطبيعي .

وحسب منظمة الصحة العالمية فأنه يوجد علي مستوي العالم حوالي 400 مليون تليفون محمول "موبايل" ويحتمل أن يصل هذا العدد إلي مليار .

واكد عالم الكيمياء فولنهورست الذي نجح ايضا في زيادة سعة رقائق المعلوماتية الي من واحد الي اربعة غيغابايت واحدث ثوره في صناعة تقنية المعلومات انه تعرض لمرض سرطان العظام اثناء عمله في هذه الصناعة البالغة الدقة .

واشار الي انه اضطر للتقاعد والبدء في علاج نفسه بنفسه من سرطان العظام باستخدام مواد طبيعية مثل بذور المانجو المجففة والثوم المجفف اشار الي أنه يوجد تأثير ضار علي الصحة العامة في حالة تجاوز حد الأمان طبقاً للمعايير المعتمدة دولياً لاستخدام المحمول أوصت بإجراء المزيد من الدراسات لمعرفة إذا كانت هناك تأثيرات ضارة أكثر عند استخدام هذا التليفون علي المدي الطويل حيث ان القصور في معرفة هذه التأثيرات يؤدي إلي نتائج خطيرة .

وقال البروفيسور الالماني أن مرض السرطان في الإنسان البالغ والناتج من تأثير مخاطر البيئة لا يمكن اكتشافه إلا بعد مرور أكثر من عشر سنوات منذ بداية التعرض ولذلك لابد من ضرورة تنفيذ الدراسات والأبحاث علي المدي الطويل .

واشار الي ان الاتحاد الاوروبي شرع في اجراء دراسة حول اثار الموبايل علي الصحة العامة نظرا لأن الشركات التي تنتج وتسوق المحمول لا تعطي أية بيانات عن تأثيراته عند استخدامه خلال فترات طويلة لأن هذه الدراسات لم تجر من قبل نظراً لحداثة استخدامه .

غير انه قال انه عادة ما تتحول في جسم الإنسان بعض الخلايا العادية إلي خلايا سرطانية ولكن يقوم الجهاز المناعي في الجسم إذا كان سليماً بالتخلص منها وجد أنه عند تعرض خلايا المخ إلي الإشعاعات المنبعثة من الموبايل فإنه ترتفع نسبة التحول السرطاني في الخلايا من 5% إلي 59 % .

واكد انه لم يستخدم الهاتف المحمول في حياته لمعرفته بمخاطره علي الانسان وقال انه يرفض استخدام اية اجهزة الكترونية في منزله مثل التلفزيون او الكمبيوتر او الانترنيت نظرا لخطورتها علي الصحة علي المدي الطويل ودعا الي إبعاد الهاتف المحمول عن غرف النوم او اغلاقة بالكامل بعد الانتهاء من العمل لتقليل وقت التواجد معه في حيز مغلق لأن تأثيرات الإشعاع تزداد علي الشخص النائم وخاصة العين والنشاط الكهربي للمخ .

وحذر عالم الكيمياء الالماني في ختام الحوار الذي اجري معه بمقر جمعية الصداقة البافارية العربية في ميونيخ , حذر من خطورة اجهزة الموبايل او الالكترونيات عموما علي صحة الأطفال ، وعلى أجهزة الجسم الحساسة بالنسبة للكبار ، كالمخ والقلب , وقال ان التقنيات الحديثة هي سبب رئيسي في ارتفاع معدلات الامراض الاكثر شيوعا في الدول المتقدمة

هل يمكن لأحد ان يعيش ويموت دون أن يعرف معنى الحب؟ لا أعتقد، لأن الحب عاطفة شفافة، مقدسة، وشعور لذيذ يتسلل إلى أرواحنا في غفلة منا، ليستقر في أعماقنا، ملكا متوجا، ومرآة عاكسة لتصرفاتنا، إنه التجربة الأسطورية في الحياة، نعجز كبشر إدراك مدى عمق هذه التجربة وروعتها وسحرها وسرها.. كل ما نعرفه ان الحب حياة ومن دونه لا حياة.

- ما الحب؟
- سؤال بسيط، سأله مختصون أجانب لعدد من الأطفال الذين تتراوح أعمارهم ما بين الأربعة والثمانية أعوام.. جاءت أجوبتهم أعمق مما تتصورها عقولنا، وأكثر صدقا مما يفسره الكبار.
أجاب 'بيلي' (4 سنوات) 'الحب.. عندما يناديك أحدهم بنبرة مختلفة، تشعرك بان اسمك في فمه كاللحن الجميل، كالأمان'.
أما 'كارل' (5 سنوات) فكان جوابه 'لحب.. عندما تتعطر الفتاة ويضع الفتى كلونيا، ثم يخرجان في نزهة ويشمان أحدهما الآخر'.
'كريس' (6 سنوات) قالت 'الحب.. عندما تتناول وجبتك وتعطي أحدهم بطاطس مقلية، دون أن تطالبه بالبديل'.
'تيري' ذات الأربع سنوات أجابت 'الحب.. كل ما يجعلك تبتسم وأنت تعب'.
'داني' (7 سنوات) قالت 'الحب.. عندما تحضر أمي القهوة لأبي، ثم ترشف رشفة، قبل أن تقدمها له، لتتأكد من أن طعمها لذيذ'.
'إميلي' ابنة الثماني سنوات، أجابت 'عندما تظل تقبل من تحبه، وعندما تتعب، تتمنى أن تبقى معه إلى الأبد تتحدثان، أبي وأمي، هكذا طوال الوقت'.
'إيلين' (5 سنوات) قالت 'الحب.. عندما أمي تعطي أبي أفضل قطعة من الدجاجة ليأكلها وحده'.
'نكا' (6 سنوات) قال 'الحب.. هو أن تبدأ، وتحب شخصا كنت تكرهه'.
'نوئيل' (7 سنوات) أجاب 'الحب.. عندما تقول لشخص، قميصك هذا يعجبني، فيظل يرتدي هذا القميص يوميا'.
'كرس' (7 سنوات) قالت 'الحب.. عندما أمي تنظر إلى أبي والعرق يتصبب منه وبعض الأوساخ تلطخ ملابسه، ولاتزال تردد 'أبوك أوسم وأجمل من الفنان 'روبرت رد فورد'.
أما 'كارين' (7 سنوات) فلها رأي 'الحب.. عندما تحب أحدهم، حين تراه، تظل رموشك تتحرك للأعلى والأسفل، ونجوم صغيرة تتقاطر أمام عينيك'.. يا إلهي على هذا الخيال الطفولي العفوي، ما أروعه.
كانت هذه مسابقة، لأكثر الأطفال اهتماما بالحب كمعنى وكفعل، وقد فاز بها الطفل ذو الأربعة أعوام لأنه عندما رأى جارهم يبكي في يوم وفاة زوجته، فما كان من الطفل إلا أن قفز بجرأة، وجلس في حضن الرجل.. وعندما سألته أمه، ماذا قال للجار؟ أجابها بكل براءة وعفوية ومحبة (لم أقل له أي شيء، فقط، ساعدته على البكاء).
هذا هو الحب الجميل الذي يسمو بتصرفات البشر ويحدد أشكالها.. فهل نتعلم الحب على أيدي صغارنا وأطفالنا؟ لماذا نرفض؟ فلنحاول اليوم أن نحب أحد الأشخاص الذي كنا نكرهه.

هنري فورد، مُلهمٌ لأدولف هتلر

مع ظهور كتاب "اليهودي الدولي" لهنري فورد [1]، لم يعُد الحديث بتاتاً يدور عن المعاداة لليهودية بالمعنى التقليدي ذي المرجعية الدينية للكلمة، لكنْ عن شيءٍ آخر يختلف اختلافاً جذرياً. فهذا المؤلَّف ذو الأجزاء الأربعة يجمع مقالات نشرها هذا الصناعيّ في مجلته The Dearborn Independent. وتلخص عبارةٌ في نصٍ يهديه الكاتب إلى "ردّ فعل ألمانيا الخلاصيّ على اليهود" هذه الروح الجديدة، التي تريد لنفسها أن تكون علميةً، والتي تستخدم لغةً مشحونةً بتعابيرٍ مجازية طبية: فالأمر يتعلّق بـ"طهارةٍ سياسيةٍ"، لأن "المصدر الأساسي للمرض الذي ألمَّ بالجسد الوطني الألماني (...) هو تأثير اليهود [2]".

وفي مقاطعٍ عديدةٍ أخرى من الكتاب، يجري تصوير اليهود كـ "بذورٍ ضارّة" يجب العمل على "إزالتها ورميها بعيداً" [3]. وكما نعلم، فقد استعاد أدولف هتلر ومعاونيه هذه المصطلحات التطهيريّة الزائفة، كلمةً بكلمة. فلم يعد اليهوديّ يُعرّف بدينه، لكنْ بـ"عِرْقـ"ـه، وهو "عِرْقٌ قد تمكّن بمثابرته من قهر جميع المحاولات التي رمت إلى القضاء عليه [4]". صحيحٌ أن فورد لا يطالب بإعادة إطلاق تلك المحاولات، لكنّ الصياغة تبقى مثيرةً للعجب... ففي الجانب المقابل نجد "العرق" "الأنكلوساكسونيّ"، "الآري"، "الأوروبي الأبيض"، أو "الأنكلوساكسوني السلتي"، الذي تجري الحضارة في عروقه، والذي عبر المحيط (الأطلسي) لبناء أميركا: هذا هو "الشعب المهيمِن، الذي جري اصطفاؤه عبر القرون ليحكم العالم". يجب إذاً أن نشعل لدي الشباب "كبرياء العِرْق" هذه [5].

يستلهم فورد من "بروتوكولات حكماء صهيون" – إذ هو كتابٌ "صحيحٌ بصورةٍ مرعبةٍ، إلى درجةٍ لا يمكن معها أن يكون خيالاً؛ وعميقٌ في معرفته بتصاريف الحياة السرية، إلى درجةٍ لا يمكن معها أن يكون زائفاً" -، وينهل منه ويعقّب عليه بغزارة، وكأنّه البرهان الأسمى، غير القابل للدحض، على المؤامرة اليهودية الرامية إلى اقتناص السلطة على الصعيد العالمي. غير أن الصناعيّ لا يكتفي بنقل ما في الكتاب، بل يأخذ على عاتقه تحديث ما فيه من حجج، ثم تحليل الأحداث المعاصرة على ضوء ذلك، وبوجهٍ خاص الثورات في أوروبا. ويجري كثيراً ذكر ألمانيا - فهل هذا بتأثير سكرتيره إرنست سيبولد؟ -، التي يصفها بأنها واقعةٌ تحت تأثير عصبةٍ يهوديّةٍ، رغم أنه "لا يوجد في العالم أكثر وضوحاً من التضاد بين العرق الجرماني الصافي والعرق السامي الصافي [6]".

وهكذا، فالثورة البلشفية لا تبدو إلا "غطاءً خارجياً لحركةٍ انقلابيةٍ جرى التخطيط لها طويلاً لفرض سيطرةٍ عرقيّة". أما السوفييت، فليسوا إلا قِناعاً تختفي وراءه مؤسّسة يهوديّة من نمط الـ "كاحيل" (المجتمع اليهودي المُدار ذاتياً)؛ وجميع القادة "الحمر" – بدءاً، بالطبع، من ليون تروتسكي ("براونشتاين"، كذا)، هم من اليهود. صحيحٌ، حسبما يقول فورد، أنّ الشيوعيين يدّعون أن لينين ليس يهودياً، لكنّ أبناءه في الواقع يتكلّمون لغة اليديش، وهو قد شرّع الاستعاضة "عن الأحد المسيحي بالشبات (السبت) اليهوديّ". لكن روسيا الحقيقية ستصحو، كما يقول الصناعيّ، عاجلاً أم آجلاً، وسيكون "انتقامها رهيباً" [7]. أمّا الصورة التي يمكن أن يأخذها هذا الانتقام، فنجدها في رسالةٍ مقتبسٍ منها في الجزء الرابع من الكتاب: "لنتخيّل أن الساميّين في أوروبا قد انتهوا. فهل ستكون هذه مأساةً رهيبة؟ أبداً! (...) فيوماً ما، سيحصدون ما بذروه [8]".

إحدى اللازمات في هذا الكتاب، التي ستتبنّاها النازية بقوّة لاحقاً، هي الاتفاق الخفي بين اليهودية-البلشفية والرأسمالية اليهودية لفرض حكومةٍ يهوديّةٍ عالميّةٍ على الأرض. فمثلاً، يُفتَرَض أن تكون الحكومة السوفييتية قد تلقّت الأموال من رجال الأعمال اليهود في أوربا وأميركا. ويسود هذا النمط من التفكير أيضاً عند الحديث عن الحركات الاجتماعية في البلدان الغربية، بريطانيا العظمى أو أميركا. صحيحٌ أن هذه الحجج لم يخترعها جميعها فورد أو من يدوّنون له، لكنّ كتابه يجمَعُ، في عمليّة تركيبٍ قوية، الخطابات المعادية للساميّة التي كانت تسري، في بداية العشرينيات، في مختلف أرجاء العالم.

ثلاثةٌ من أجزاء الكتاب تتناول مكانة اليهود في الولايات المتحدة. فعلى مدى عشرات الصفحات، "يحلّل" الصناعي دورهم في تنظيم تجارة المشروبات الروحية، والرقيق الأبيض، والترويج لها؛ وكذلك في الفساد المالي والرياضي والسياسي، الخ. وبرأي فورد، فليس لهجرتهم الكثيفة من أوروبا الشرقية إلى أميركا الشمالية أي صلةٍ بالاضطهاد المزعوم الذي تعرّضوا له: فمذابح اليهود ليست سوى دعاية مضلّلة. المسألة، في الواقع، هي قضيّة غزوٍ حقيقيّ: فـ "اليهودي الدولي" يمكنه تحريك مليون نسمة من بولونيا إلى أميركا "كما يحرّك جنرالٌ جيشه [9]". والغريب أن أكثر ما يثير سخط الكاتب معنويّاً – إلى جانب الدور الهدّام للنقابات النيويوركية و(تجمّع) العمّال الدوليين في العالم International Workers of the World، الذين يجري التلاعب بهم - هو "تهويد" المسرح والسينما في أميركا. فاليهود مسؤولون عن إدخال "شبقيّة شرقية" قذرة وبذيئة إلى فنون العرض في الولايات المتحدة، تقطُرُ سُمّاً أخلاقياً بطيئاً [10]".

وإلى اليهود أيضاً يعود اختراع موسيقا الجاز، التي تشوبها، بحسب الكاتب (الذي يبدو أنّه يجهل وجود الموسيقيين السود)، نزعاتٌ شيطانية: فموسيقا الجاز، بسبب حِسّيّتها وغرائزيتها السفيهة، تخلُق "بحيلةٍ إبليسية ماكرة"، "مناخاً منحرفاً" يُفسِدُ الشباب الأميركي. وهكذا فالحسّ السليم يفرض علينا إذاً "إزالة أسباب المرض [11]". وفي هذا الخطاب، الذي يجمع جمعاً وثيقاً الطهوريّة إلى العنصرية، لا يتبدّى من النزعة الدينية البروتستانتية التقليدية إلا الخوف الهَوَسي من كل ما هو "جنسيّ".

يهتم فورد أيضاً بالدور الدولي لرجال المال، وبالجماعة اليهودية في أميركا الشمالية بصفةٍ عامة. أما أغرب تأكيداته فهي أن البلشفية قد خرجت من "الجانب الشرقي"، أيّ الحي اليهودي في نيويورك. ودليله هو أن تروتسكي نفسه قد قطن في نيويورك بضع سنوات؛ فلا بدّ أنّه إذاً من سكان الجانب الشرقي. والواقع أن "جميع قادة الجانب الشرقي كانوا يعلمون أن تروتسكي "سيأخذ مكان القيصر" (...). ليس في ذلك أي مصادفة. فكل شيءٍ كان منظّماً سلفاً، والأشخاص المعنيون أُخِذوا مباشرةً إلى أمكنتهم التي كانت محدّدة لهم". وباختصار، "فالثورة اليهودية-البلشفية جرى التخطيط لها في أميركا"، وجرى تمويل نشاطات تروتسكي بفضل المصرفي اليهوديّ النيويوركيّ ماكس واربورغ [12]...

صديقنا وزميلنا الأخ الفاضل عدنان المسلم رئيس مجلس ادارة شركة الدار للاستثمار نشرت له الصحف منذ أيام صورة وهو بالبدلة الافرنجية مع خواجات انكليز يوقع صفقة شراء حصة في الشركة المصنعة للسيارة البريطانية الشهيرة 'أوستن مارتن' .. وهي سيارة متميزة غالية الثمن يصنع كثير من اجزائها باليد ومن مواد فاخرة .. هذه السيارة اشتهرت بأنها السيارة المفضلة للجاسوس البريطاني 'جيمس بوند'.. وقد استخدمها في آخر افلامه (كازينو رويال)، وكان اداؤها في الفيلم خارقا.. عدنان المسلم لقب في سوق الأوراق المالية بعد الصفقة ب 'عدنان بوند'!! الذي صرح بأنه اشترى الحصة ب 50 % من قيمتها الحقيقية (500 مليون جنيه استرليني) لحاجة الشركة البائعة لأموال نقدية سائلة.

المهم الآن بعد توقيع الصفقة التي نالت أضواء عالمية وليست محلية فقط، نقول يا أخ عدنان الآن راحت السكرة وجاءت الفكرة، ونطرح عليه تساؤلات بصوت عال أولها: هل لكم أي خبرة أو دراية في صناعة السيارات؟ وهل اقدمتم على شراء الحصة بعد اطلاعكم على دراسة جدوى من جهة محايدة؟ ومن الذي قام لكم بالعناية المطلوبة أو due diligence? وهل اطلعتم على تجارب من سبقكم وأكثر منكم خبرة في هذا المضمار؟ وعلى ذلك الصعيد سأسوق لك حكايتين تأثر بهما السوق الألماني من قبل أكبر وأنجح صناع السيارات في العالم هما شركتا 'بي أم دبليو' و 'مرسيدس' الألمانيتان.. شركة بي أم دبليو الالمانية العملاقة ذات الفوائض المليارية أقدمت في خطوة 'مدروسة' على شراء شركتي 'رولز رويس' و'جاغوار' البريطانيتين، وهما من السيارات البريطانية الفاخرة أرقام مبيعاتهما تجاوزت حتما مبيعات 'أوستن مارتن' السيارة النخبوية .. في السنوات الأخيرة عانت بي. أم .دبليو الأمرين من الصرف من حر مالها على هاتين الشركتين المتعثرتين، مقدار خسارتها فيهما تعادل مليار يورو سنويا، كانت تسدد من حقوق مساهمي ومدخرات الشركة الألمانية، لذا فقد قررت الأخيرة التخلص من تلك البالوعة الجهنمية التي تلتهم ملياراتها، فأعلنت عزمها على بيع هاتين الشركتين .. فلم تجد مشتريا يأخذهما بأي ثمن لضخامة كلفة الالتزامات، ومنعتها القوانين البريطانية من إعلان إفلاسها وارسال العمال البريطانيين إلى منازلهم (لأن دخول الحمام في بريطانيا بموجب قوانينها مش زي خروجه)!، فاضطرت بي. ام. دبليو لأن تبيعهما بقيمة اسمية قدرها (1) جنيه.. نعم جنيه استرليني واحد !! وهذا ليس كل شيء لأنها أجبرت على تقديم كفالات وقروض وتسهيلات مصرفية للمشتري بقيمة 400 مليون استرليني لجعل الصفقة مغرية له!!

شركة مرسيدس 'تدبست' بقرار خاطئ من كبار مديريها بصفقة شراء شركة 'كرايزلر' الأميركية لان المدير كان يريد زيادة مخصصاته المالية الأمر الذي لا يسمح به القانون الألماني الصارم، بعكس القانون الاميركي المتساهل. في السنوات الاخيرة أصبحت كرايزلر عبئا على مرسيدس الناجحة، وأصبحت الأخيرة تصرف عليها من مدخراتها وحقوق مساهميها.. لذلك ما إن أعلن عن عزم المرسيدس على بيع الكرايزلر حتى صعد سهمها في بورصة فرانكفورت صعودا فلكيا سريعا، ولكن عندما أعلنت الشركة انها في مرحلة مفاوضات لبيع كرايزلر فقط هبط سهمها منخفضا عن مرحلة ما قبل اعلان عملية البيع والتخلص من الخسارة!

لذا نقول للسيد عدنان المسلم ومساهميه، هل وضعتم كل تلك التجارب من شركات محترفة عريقة أوروبية وهي تجارب أثبتت فشلها بالحسبان؟ أم أن الأمر مجرد خبطة اعلامية رأينا فيها كويتيا أصليا خلع الشماغ والدشداشة ولبس البدلة وسمي 'بوند'؟!

Russia's fastest-growing religious group is its Muslims. But they are not much like their counterparts in other countries

MUSLIMS in Russia—or at least the politically active among them—are rejoicing. On March 30th a human-rights case that had become a touchstone of Muslim concerns was dramatically resolved. The story concerned a Russian who had adopted Islam, prefixing his Slavic name of Anton Stepanenko with a Muslim one, Abdullah. Thriving in his adopted faith, he became an imam in the south Russian town of Pyatigorsk. But in January 2006, say friends, he was arrested on sham charges of kidnapping and theft.

Senior Muslims across Russia used their access to the pro-government press to make a public appeal to President Vladimir Putin for his release. Suddenly, just as Muslims were about to celebrate the Prophet's birthday, the imam's fortunes changed: the charges against him were reduced and he was freed. His release came just in time for this “exemplary, heroic figure for all the nation's Muslims”, as one report called him, to go to the mosque and lead his flock in Friday prayers.

The imam's travails, and ultimate release, exemplify two features of Muslim life in Russia. One is the state's pragmatic combination of authoritarianism and flexibility towards minorities. Another is the emergence within Russia of an active but ultimately loyal Muslim community. Muslims want a fair deal and growing influence to match their rising numbers.

Whatever the Stepanenko case was about, it had nothing to do with the bloody war for the independence of Chechnya, which most people outside Russia—including many Muslims—see as the biggest quarrel between the Russian state and Islam. Not that Chechnya is easy to sweep aside. For the world's Muslims, the troubled region is usually listed with Palestine, Kashmir and Bosnia as one of the places in which Islam has been under attack. The repression of the Chechens, as well as sputtering violence in the entire neighbourhood, is the biggest albatross round Mr Putin's neck in his efforts to cultivate Muslim countries.

Yet in most of Russia a quite different contest over the future of Islam is going on. All of its participants insist that they have no desire to live under a ruler other than Mr Putin. But they differ on how, and how far, to hold him to a promise he first made in Malaysia in 2003, when he declared that Russia was a Muslim power, which hoped to play a role in global Muslim affairs.

A Muslim power? It sounds bizarre. But Russia has more Muslims than any other European state (bar Turkey); and the Muslim share of the population is rising fast. The 2002 census found that Russia's Muslims numbered 14.5m, 10% of its total of 145m. In 2005 the foreign minister, Sergei Lavrov, put the number of Muslims at 20m. Ravil Gaynutdin, head of Russia's Council of Muftis, talks of 23m, including Azeri and Central Asian migrants.

Moreover, the Muslim population of Russia is rising even as the country's overall population falls. Many Muslim communities long predate Russian rule. Shamil Alyautdinov, the imam of the newest and most dynamic of Moscow's four mosques, insists that the very word “minority” should not apply to a faith “which emerged on Russia's territory far earlier than Christianity did”.

Aside from the Caucasus, there are now two concentrations of Muslims in Russia. One is in Moscow, swollen by labour migration, where they may number 2m. The other is in the faith's old bastions: Bashkortostan and, above all, Tatarstan (see map), where a revival of the faith has been overseen successfully by a wily regional president, Mintimer Shaimiev. In several parts of the Caucasus, old-style compacts between local rulers and “tame” clerics have alienated young people; but in Tatarstan they still seem to work quite well.

Tatarstan has its share of Islamists, some of whom face severe repression. Seven men sent back to Russia from Guantánamo Bay all suffered harassment or torture, says Human Rights Watch, a lobby group. Two were later convicted in dubious circumstances of blowing up a gas pipeline in Tatarstan. Especially in the early 1990s, Russia's new freedoms—to go on pilgrimage or to open mosques—imported new influences, from Saudi Arabia, Iran and Turkey. In Tatarstan much of the alleged radicalism was linked to a foreign-financed religious school, now closed. Last week six people were convicted of belonging to Hizb ut-Tahrir, a non-violent Islamist movement to restore the caliphate that is banned in Russia (as is the international Muslim Brotherhood).

But in general Islam's resurgence in Tatarstan's capital, Kazan, has been peaceful. For the first time since Ivan the Terrible conquered the place in 1552, the city's Kremlin houses a mosque, its minarets vying with nearby Orthodox Christian onion domes. Ramil Yunusov, its Saudi-trained imam, gets on fine with the local Orthodox clergy. Just 25 years ago, says Gusman Iskhakov, the mufti who heads the Muslim Spiritual Board of Tatarstan, the region had some 20 mosques. Now there are around 1,300. In Russia, says the mufti, things are better for Muslims than in many Arab countries. Muslim prayer rooms are to be found in Kazan State University, where Tolstoy and Lenin studied. Even as he grumbles about the harassment that an Islamic beard can incur, one foreign Muslim notes the small but growing number of local girls and women wearing headscarves. Tatarstan, he avers, is the last hope for Muslims in the former Soviet Union.

Rafael Khakimov, an adviser to Mr Shaimiev, uses the term “Euro-Islam” to describe the faith that has evolved in what was for long the world's northernmost Muslim outpost. Wherever he turns, Mr Shaimiev likes to present a benign image. Accompanying Mr Putin round the Middle East, the Tatar leader shows Russia's pious Muslim face, a tactic that underpins the Kremlin's Middle East diplomacy. In February the Saudis gave Mr Shaimiev an award for services to the faith. But when they are talking to west Europeans, the Tatar authorities like to present themselves as more open-minded than most other regions of Russia.

Many people in Arab countries, says Mr Shaimiev, have never lived on equal terms with other cultures, and their teaching doesn't suit the needs of the Tatars, who have. His government has opened its own religious schools and universities, to propagate its preferred form of Islam.

Among the politically active Muslims of Moscow who lobbied for Imam Stepanenko, the mood is different. For one thing, there is a row between two contestants for official favour: the cautious Mr Gaynutdin, and Talgat Tadjuddin, a feisty chief mufti who in 2003 proclaimed a jihad against America. But more significant than these two old-timers is a flashier movement based on Muslim entrepreneurs, journalists and websites such as www.islam.ru. Ansar, a publishing house linked to the site, turns out Russian translations of Islamic thinkers along with catchier titles such as “Love and Sex in Islam”.

Since no political force in Russia has much hope if it stands in open opposition to Mr Putin, these Muscovite Muslims tend to flex their muscles by being (even) more critical of the West than the Russian norm. Shamil Sultanov, a Muslim legislator who is close to the new movement, praises Mr Putin for “standing up to America” and its nefarious plans. Such talk meshes easily with a strand of Russian nationalism that looks to Islam as an anti-Western ally. And the easy fit between Russian-style political Islam and ordinary Slavic pride may be one reason why the Kremlin tolerates it.

Terms like “Euro-Islam”, says Rinat Mukhametov, a Muslim journalist, reflect a patronising Western Orientalism. For an up-and-coming advocate of Islam in Moscow, nothing could be worse.

مفاهيم جديدة صار يصدرها الغرب واميركا الى دولنا.. انها تلغي دور القانون الدستوري والقانون الدولي.. اميركا صدرت لنا دعوتها للديموقراطية واستعدادها لشن حرب كما في العراق من اجل نشر الديموقراطية، وليس الدماء.. وعندما اعلن الفلسطينيون عن انتخابات المجلس التشريعي وتشكيل حكومة تمثل الاغلبية في المجلس تنكرت اميركا والغرب لدعوتهم الديموقراطية، اذ انهم يريدون ديموقراطية يفوز فيها الاشخاص او الحزب المؤيد لسياساتهم ومصالحهم، او العملاء لهم بشكل اوضح... ورأى الفلسطينيون ضرورة تشكيل حكومة وحدة وطنية لإزالة الاحتقان السياسي، ومن اجل فك الحصار السياسي والاقتصادي المفروض على الفلسطينيين نتيجة تصويتهم لحماس نجد اسرائيل ترفض حكومة الوحدة الوطنية الفلسطينية التي تمثل الشعب، وتعلن اميركا وبعض الدول الاوروبية انها ستقيم علاقات وتجري مباحثات مع الوزراء من غير المنتمين لحركة حماس، اي الاعتراف بنصف حكومة تماما مثلما تريد اسرائيل (قضم) نصف الاراضي المحتلة عام 1967. وحدها النرويج وقفت موقفا شجاعا باستعدادها للتعامل مع الحكومة الفلسطينية.. فهل بعد هذا يمكن ان يقول عاقل ان اميركا والغرب متقدمان، وانهما يؤمنان بالديموقراطية ويدعوان لها، بينما حقيقة الامر انهما يؤمنان بمصالحهما ومصالح الاصوات اليهودية والرأسمال الاسرائيلي.. و'طز في المبادئ'.. والله من وراء القصد.

دراسة تقر بأن 57% من الشباب السعودي يعانون مشكلة التطرف الديني

الرياض - يو بي أي: اعتبر %57.41 من عينة من الشباب السعودي أن مشكلة التطرف الديني التي ظهرت في المملكة خلال السنوات القليلة الماضية تعد من ابرز المشكلات التي تواجه جيل الشباب الحالي.
وأكدت الدراسة التي قام بها الدكتور عبد العزيز بن عبد الكريم المصفى والدكتور عبد العزيز بن جمال الساعاتي من جامعة الملك فيصل بالاحساء (شرق) أن الشباب في المملكة يعانون عدة مشكلات وصفت بأنها أزمة تواجه جيل المستقبل .
واعتبرت الدراسة التي نشرت أمس الخميس أن «%74.88 من الشباب يرون أن المشكلات الاقتصادية كضعف الدخل المادي لاسرهم وعدم توافر الوظائف هي اكثر الأزمات التي تواجههم مقابل %47.36 منهم اختاروا المشكلات الأسرية و%56.13 اختاروا المشكلات الجامعية و%60.09 اختاروا المشكلات الاجتماعية».
وأكد %57.41 من أفراد العينة أهمية المشكلات الدينية كالاتجاه إلى العنف لحل المشاكل وعدم إلمامهم بالواجبات الدينية وعجز القائمين على المساجد في تبني قضايا الشباب المعاصرة.
وجاء %45.44 من أفراد العينة من المستوى الاقتصادي الأقل من المتوسط و%41.75 من المستوى المتوسط و%12.81 من المستوى العالي .
وأجريت الدراسة على نحو 4670 شابا من عمر 18 إلى 24 سنة من مختلف التخصصات العلمية والأدبية في الجامعات وطلاب الثانوية العامة والفنية والتجارية وكذلك موظفي ومعلمي الدولة والقطاع الخاص وغير العاملين في بعض المدن والمحافظات .

على صعيد آخر قال عضو «لجنة مناصحة المتشددين» التابعة لوزارة الداخلية السعودية الشيخ صالح بن غانم السدلان إن %90 من الموقوفين من معتنقي «الفكر الضال» أعلنوا توبتهم وندمهم على ما أقدموا عليه.
وأوضح السدلان في تصريح لصحيفة «الوطن» نشر الخميس أن «أحد الموقوفين أبدى رغبته في عدم إعادته إلى السجن الجماعي لخوفه من تلقين بعض السجناء له الفكر المنحرف حيث يلقنون بعضهم بعضاً».
يشار إلى أن السلطات السعودية تستعمل عبارتي «الفكر الضال والفكر المنحرف»للإشارة الى جماعات التكفير وتنظيم القاعدة.
وأشار السدلان أيضاً إلى أن الدولة تعمل على إعادة الموقوفين إلى الحياة الدراسية والعملية بعد الإفراج عنهم

This is the closest mosque to my office in Kuwait City. It's closed since Ramadan for renovation. However, although I passed by the mosque almost every day, I only noticed this interesting sign above the entrance recently:

It says that the mosque was first constructed in 1209 Hejiri (1794 or 1795) then in 1255 Hejiri (1839) Mr. Yousef Al-Saer, with the help of charity from India, yes from India. Those are the poor people who Kuwaitis make fun of all the time. Once upon a time, we needed their charity. Sometime soon we might need it again. So, let's remember who we were, who we are, and what we could become.

وقال وكيل الوزارة المهندس عبدالعزيز العصيمي في تصريح صحفي ان عملية الحجب تمت بالتنسيق مع الشركات الرئيسية لخدمة الانترنت.

إلى وزارة المواصلات مع التحية ...

" سرقة المكالمات الدولية و المتاجرة بها بشكل ألحق بوزارة المواصلات خسارات مالية باهظة " , لم تكن تلك المرة الأولى التي أقرأ فيها هذه الجملة ، فهي تهمة ترددت في الصحف المحلية نراها كلما قامت الوزارة بإغلاق المزيد من كافيهات الإنترنت ، لكن عند امعان النظر في هذه الجملة يتضح للقارىء أن وزارة المواصلات قد اختلطت عليها بعض الأمور ، فهي بقولها أن سرقة المكالمات الدولية تلحق بها خسائر مالية تفترض الوزارة أنها مؤسسة ربحية ، و باتهامها مستخدمي أحدث تقنيات الاتصالات بالسرقة شبهوا أنفسهم بشركة تمتلك حق تشغيل مائات الكيلوميترات من الخطوط الهاتفية التي عفا عليها الزمن .

أما بالنسبة إلى ظنها أنها مؤسسة ربحية فالأجدر بالوزارة إعادة هيكلتها إدارياً و توفير ملايين الدنانير المهدرة على البطالة المقنعة ، فالربحية لا تفرض باليد الحديدية أو الاحتماء وراء حقوق الانتفاع و الاحتكار ، مما يشير إلى النقطة الثانية : تهمة السرقة ، لكن من الممكن استبدال الاتهمات بخطوات جادة لتطوير خدمات الوزارة كما فعلت شركة الاتصالات البحرينية " بتلكو " مؤخراً حيث قامت بتوفير الخدمة بنفسها مباشرة ، أو تخيل معي عزيزي القارىء في خلال بضع سنين عندما تختفي الهواتف المنزلية و يحل محلها الهاتف النقال فهل يُسمح للوزارة عند إذٍ بمخالفة شركات الاتصالات المتنقلة
و الوطنية ؟ دور الحكومة عموماً و الوزارة خصوصاً تنظيمي و داعم للقطاع الخاص ، فنرجو من الوزارة تبني تلك التقنيات الحديثة بدل " الكبسات " الفجائية و التشهير في الجرائد .

في نهاية المطاف لا خلاف بين الجميع أن جهود الوزارة تصب في مصلحة المواطن ، و مصلحة المواطن بلا شك تكمن في توفير خدمات متطورة بأسعار مناسبة ، مع الملاحظة بأن توجه تكنولوجيا الاتصالات عالمياً هو رفع الجودة و خفض التكلفة مما ينتج قيمة مضافة للمستهلك ، خصوصاً أن ما تجرّمه الوزارة و تلصق به تهمة السرقة لا يتعدى كونه وسيلة للتواصل مع الأهل و الأصدقاء مما حث عليه ديننا الحنيف في القرآن الكريم و السنة النبوية المشرفة ، فنرجو ألا تعكر تلك الجهود صفو الوصال و أن تتصدر الوزارة ركب التطور و التقدم فكرياً و تكنولوجياً كما عودتنا دائماً .

You know how sometimes you joke with a friend by teasing him or trying to be sarcastic about the way he looks or behaves? Usually you mean no harm, and certainly you didn't mean any disrespect. Still your harmless humour can end up causing discomfort to your close friend to the point that you see it through his eyes. Suddenly you realise how silly your remarks were, and you swiftly apologise.

I would like to apologise to Saudi Arabia.

A few months ago I wrote an article titled "How to survive 10 days in Riyadh" describing how boring my visit to Riyadh was, and making 10 basic rules to help me survive the boredom and depressing atmosphere of that city.
At the time it was published it did not really draw a lot of attention. But about a week ago, my article was all over the net sent to people as an attachment and posted on many forums.

I started getting tons of emails from Saudi guys, slamming my article. Some were respectful, others could not control their temper. But all agreed that the piece was offensive to their city of Riyadh and to the whole kingdom.

For that, I am sorry. In no way do I hold any negative feelings toward their country, the kingdom is dearly held in the hearts of many Kuwaitis, including mine, and its role during the Iraqi invasion is never forgotten and will always be appreciated.

Let me tell you something, writers love attention, they love their articles to be talked about, whether positive or negative, it does not matter as long as their names are mentioned and their ideas are being circulated, clearly that article achieved just that for me.

But I don't want to be known as the guy who talked ill about Saudi Arabia, I hate to have my name associated with any offences toward the capital of our big sister, if attacking the kingdom is the way to popularity, then I do not want it.

I see writing as a career, not something that I do when I have spare time so I'm aiming big, I dream and I aim for a future in this career, And believe me I do not want to be remembered one day as the guy who assaulted his neighbours.
So, yes, I do regret writing that article, still I do not regret the experience that taught me many lessons including the need to apologise when you offend a person or a society.

Apologies are not easy to make as they involve dignity and pride. But when you are wrong you are wrong, and when you apologise to your brothers they understand that your apology is not because you are weak. On the contrary, it's because you have the strength to come out publicly and say I'm sorry.

And certainly I do not regret the opportunity that allowed me to get to know a few Saudi guys who kindly explained to me how hurtful my words were and even invited me to Riyadh to see its good side and change my idea about it, very kind and generous invitations indeed. But I do know the good side of Riyadh and the kindness of its people. Maybe next time I'll visit Riyadh I'll come up with a new article titled 'How to enjoy 10 days in Riyadh.'

This is in response of my post from last Friday (and others probably). This government announcement appeared today on Alwatan newspaper (2nd page) and on Alqabas newspaper yesterday (last page). It's a good thing that the government is actually warning those "hate promoters" but I would expect the Ministry of Islamic Affairs and even the Ministry of Interior to be involved in this. We want to see somebody officially going around the mosques and taking off those pamphlets and printed material. I guess this first step is a warning, I hope they follow it with some action.

Well the reason I'm posting this picture is because 4 years ago I went with a French friend of mine to the local Souq in Riyadh. The poor guy wanted to buy a suitcase because he wanted to go back to France. On our way in, two guys, one looked like from the religious authorities because he was wearing a cloak, a short "dishdasha" and had a long messy beard, the other was a policeman! They insisted that my friend doesn't go in because he had long hair which makes him too "gay"! Here you have the picture of my friend: You decide, whose hair is longer, my friend's or Ibn Saud's? Surely, those fanatics are not deriving their power from reason!

ه"لقى رجل اسمه عبدالله رجلاً آخر اسمه عبد النبي فأنكر عبدالله هذا الاسم في نفسه ، و قال : كيف يتعبد أحد لغير الله جل جلاله."
هذه الجملة الأولى من منشور بعنوان "حوار هادىء بين عبدالله و عبد النبي" كتبه شخص يسمي نفسه "أبو معاوية الأثري"!! و أتساءل من هذا أبو معاوية الذي يتخفى وراء اسم مستعار يتعمد فيه إغاظة الشيعة؟؟ وجدت هذا المنشور في صندوق يحوي المائات من النسخ و المشكلة أن تلك لم تكن المرة الأولى فقد وجدت مراراً في مسجد جمعية النزهة و غيره من مساجد الكويت الكثير من المنشورات و الملصقات "التحريضية" يعمل على طبعها و توزيعها فئة لا تريد إلا "الصدام" و "الشقاق" ، و أستغرب كيف تفوت تلك على وزارة الأوقاف المنهمكة بنشر فكر "الوسطية" و هذه المطبوعات تدنس مساجدنا! و الأغرب من ذلك أنني وجدت من يلصق وسائل حائطية عليها شعار جهات حكومية لدول مجاورة! فهل مساجدنا تحت إشراف حكومتنا المعتدلة أو تحت سيطرة متطرفين تأثروا بفكر جيراننا؟
إذا كان "أبو معاوية الأثري" يعتقد صحة كتاباته و لا يخاف في الله لومة لائم و يحب الجهاد في سبيل الله فأتحداه أن يوزع مطبوعاته في الحسينيات و مجالس الشيعة! فهو بوضعه للمنشورات في مسجد يرتاده السنة يرغب بإثارتهم على إخوانهم في الدين و الاحتماء بهم و ترك نار الفتنة لتأكل الأخضر و اليابس!

US military recruits more felons

The number of people with criminal records in the United States military has doubled in the past three years, according to a new study.

The report comes at the same time as the US armed forces is facing a decline in the number of volunteers wishing to enlist in the armed forces.

It says 824 felons were allowed to sign up in 2004 as opposed to 1,605 in 2006 under the moral waivers scheme.

Almost 59,000 drug abusers entered the military in the same period.

The report, sponsored by the American think tank Michael D Palm Centre, also showed that 43,977 people convicted of serious misdemeanours such as assault were permitted to enlist.

The moral waivers programme allows otherwise unqualified candidates to serve in the military.

With the continuing wars in Iraq and Afghanistan, the US military has raised its age limit for recruits from 35 to 42, and accepts more people with lower scores on its aptitude test.

Troubled pasts

The report's author, Michael Boucai, said the problem was not that the Armed Forces were letting in ex-offenders.

"Most of these recruits become fine service members, and military service often has a strong rehabilitative effect," he said.

"The real problem is that, increasingly, the military fails to recruit the best and the brightest."

The director of the Michael D Palm Centre, Aaron Belkin, said in all about 100,000 people with what he called troubled pasts had joined the military over the past three years.

He said it showed the problem the US had "meeting our military needs in this time of war".

A US army spokesman, Paul Boyce, told the Associated Press "anything that is considered a risk or a serious infraction of the law is given the highest level of review."

"Our goal is to make certain that we recruit quality young men and women who can keep America defended against its enemies," he said.

Tair's Palestinian peers

A child a week, almost every week. In recent weeks, I again went out to document the circumstances of the killing of several children and teenagers, shot dead by Israel Defense Forces soldiers. A very ill wind is once again blowing in the army and no one is saying anything about it. An army that kills children does not concern the public. No committee of inquiry has been, and none will be, formed to deal with this matter. But the fact that the IDF kills children with such a light hand, and fully supports its soldiers who do so, should trouble us no less than the reserves of war supplies in the North. The ramifications of such behavior are not only moral - ultimately an army's operational capability will be affected when children are the targets in its soldiers' gunsights.

Jamil Jibji, the boy from the Askar camp who loved horses, was shot in the head after soldiers in an armored jeep taunted a group of children who threw rocks at them. He was 14 years old. Jamil was the fourth child to be shot in that area under similar circumstances. Abir, the daughter of Bassam Aramin, a member of the "Combatants for Peace" organization, was leaving her school in Anata when a Border Police patrol jeep turned around near the school - no one knows why - and tossed tear gas grenades, one of which apparently struck her head. She was 11 years old. Taha al-Jawi touched the fence nearby the abandoned airfield at Atarot and in response, soldiers fired at his legs with live ammunition, and apparently left him to bleed to death. He was the eighth child to die in similar circumstances. He was not yet 17 years old.

All of these children were killed in cold blood; they did not pose a threat to anyone's life. With the exception of Jamil's case, the IDF, as usual, did not even bother to open an investigation into these children's circumstances of death. When it doesn't even investigate, it is obvious that the army has no intention of putting an end to the killing of children. Its commanders are not even troubled by this.

The last case, Taha, is perhaps the most egregious of all: The IDF Spokesman's Office defends the decision to open fire with live ammunition against a group of children who perhaps damaged a barbed wire fence, as the IDF claims, or perhaps played soccer near the fence, as the children claim - all in broad daylight. Not a word of sorrow, not a word of condemnation, only absolute backing for live gunfire from a distance at unarmed children, without issuing a prior warning. Taha died from a bullet in his leg. And, according to his friends, he bled for a full hour in a muddy ditch he fell into. The IDF Spokesman's contention that he received immediate medical attention does not reconcile with the fact that Taha was wounded in his leg, an injury, which is only fatal as a result of a prolonged loss of blood. But even if assistance was extended immediately, as the IDF claims, are we willing to accept rules of engagement that permit live gunfire from a distance at unarmed teenagers? Are there no other means of dispersing "suspicious" teenagers, as the IDF Spokesman refers to them? What goes through the mind of a soldier who aims his weapon at such a group and fires live, fatal rounds at them, taking such young lives? And what chilling message is the IDF sending its soldiers when it backs such inhumane action?

These stories, and similar ones, did not raise a stir among us. Some of them were not even reported in the news. The killing of a Palestinian boy or girl does not disturb the Israeli public. The West Bank is quiet, there are almost no terror attacks, attention is turned to other affairs, and under the cover of this false and temporary quiet our soldiers, our best sons, are killing dozens of children and teenagers on a routine basis, out of the sight of the rest of us.

The horrible murder of Tair Rada in Katzrin justifiably shook the country. She was an innocent child, 13 years old, murdered at her school with satanic brutality. What is the difference between the murder of Tair and the killing of Abir, also at the entrance to her school? The difference between Tair and Abir consists of the fact that Abir was Palestinian and Tair was Israeli. Israeli? Taha also carried an Israeli identity card. But he was a Palestinian. Can someone seriously argue that the soldier who aimed at Jamil's head did not intend to kill him? The bereavement is the same bereavement; the horror is the same horror. Just as Tair was the joy of her parents' life, so was Abir - a small girl who wanted to be an engineer when she grew up. But while there are still doubts concerning the identity of Tair's murderer, it is very easy to identify the killers of Taha, Jamil and Abir. We do not even denounce them; they receive automatic immunity, without investigation. "The mark of Cain will not sprout on a soldier who fires at the head of a child, on the mound of dirt by the fence of a refugee camp," Aharon Shabtai wrote once in his poem "Culture."

Thus, our soldiers have killed 815 children and teenagers during the last seven years. قتل مهين للاطفال
جميل جبجي من مخيم عسكر، الصبي الذي أحب الجياد، تعرض لاطلاق نار من قبل جنود دورية محصنة عندما تعرضوا لرشق الحجارة من قبل مجموعة من الاولاد. عمره كان 14 عاما عندما توفي بعد اصابته في رأسه. هو كان الصبي الرابع الذي يقتل في المنطقة في ظروف مشابهة. عبير، ابنة عضو منظمة 'مناضلون من اجل السلام' بسام عرامين، خرجت من مدرستها في عناتا عندما كان جيب حرس الحدود يتجول بجانب المدرسة ولا يعرف أحد لماذا يقوم هؤلاء الجنود باطلاق قنابل الغاز على الاطفال راشقي الحجارة. احدى هذه القنابل هي التي أصابت رأس عبير على ما يبدو فتوفيت وهي في الحادية عشرة من عمرها. طه القلجاوي لمس جدار مطار عطروت المهجور فأطلق عليه الجنود النار بالذخيرة الحية وأصابوه في رجله وتركوه على ما يبدو ينزف حتى الموت. هو كان الصبي الثامن الذي يقتل هناك في ظروف مشابهة. لم يبلغ عمره السابعة عشرة عندما مات.

كل هؤلاء الاولاد قتلوا بدم بارد من دون أن يشكلوا خطرا على حياة أحد. باستثناء حادثة جميل، لم يكلف الجيش الاسرائيلي نفسه عناء فتح تحقيق في ظروف موتهم، مثلما هي الحال بصدد الاغلبية الحاسمة من حوادث قتل الاطفال الآخرين. عندما لا يقومون بالتحقيق حتى، يصبح واضحا أن الجيش لا ينوي وضع حد لظاهرة قتل الاولاد. قادة هذا الجيش ليسوا قلقين حتى من ذلك.

الحادثة الأخيرة، أي حادثة طه، هي أخطر هذه التصرفات: الناطق بلسان الجيش دافع عن قرار اطلاق النار بالذخيرة الحية نحو مجموعة من الاولاد ربما كانت تقوم باعطاب الجدار السلكي، كما يدعي الجيش، وربما كانت تلعب كرة القدم بجانب الجدار، كما ادعى الاولاد - وكل ذلك تم في وضح النهار. لم تصدر أي كلمة أسف أو تنديد، وانما تحدثوا فقط عن تبرير مطلق لاطلاق النار بالذخيرة الحية نحو اطفال غير مسلحين ومن دون أي إنذار مسبق.

طه مات من رصاصة في رجله، وحسب شهادة رفاقه نزف طوال ساعة كاملة في القناة الموحلة التي سقط فيها. ادعاء الناطق بلسان الجيش بأنه قد تلقى علاجا طبيا مباشرا لا يتساوق مع حقيقة أن طه أصيب في رجله، هذه الاصابة التي لا يمكن الموت منها إلا نتيجة لفقدان الدم لفترة طويلة نسبيا.

ولكن حتى لو قدموا له المساعدة الفورية، كما يدعي الجيش الاسرائيلي، فهل يوجد لدينا استعداد للتسليم بأوامر اطلاق النار التي تسمح باطلاق الذخيرة الحية عن بعد على فتيان غير مسلحين؟ أوليست هناك وسائل اخرى لتفريق الفتيان 'المشبوهين' كما قال عنهم الناطق بلسان الجيش؟ ما الذي يفكر فيه الجندي الذي يوجه سلاحه نحو مثل هذه المجموعة ويطلق عليها الرصاص الحي الفتاك ليحصد أرواح هؤلاء الفتية الصغار؟ وأي رسالة تقشعر لها الأبدان يرسلها الجيش الى جنوده عندما يساند ما فعلوه بهذه الطريقة غير الانسانية؟

صمت الصحافة
هذه الحكايات، مثل أشباهها، قوبلت عندنا بصمت مطبق. الصحافة لم تتحدث عن بعضها حتى. قتل طفل أو طفلة فلسطينيين لا يقلق الجمهور الاسرائيلي ولا يقض مضاجعه. الضفة هادئة، وليست هناك عمليات تقريبا، والاهتمام منصب على شؤون اخرى، وتحت ستار هذا الهدوء المصطنع والمؤقت يقوم جنودنا، خيرة أبنائنا، بقتل عشرات الصبيان والفتية، الأمر الذي يتحول الى عمل روتيني بعيد عن أعين الجميع.

البلاد كانت محقة عندما اهتزت لمقتل الطفلة تاير رادة في كتسرين. هي كانت فتاة بريئة في الثالثة عشرة من عمرها، وقتلت في مدرستها بصورة وحشية. ما الفرق بين مقتل تاير رادة وبين مقتل عبير التي قتلت ايضا عند بوابة مدرستها؟ الفرق بين الاثنتين أن عبير فلسطينية بينما تاير هي اسرائيلية؟ طه كان هو ايضا يحمل هوية اسرائيلية، ولكنه بقي فلسطينيا. هل يستطيع أحد ما الادعاء بجدية أن الجندي الذي وجه بندقيته الى رأس جميل لم يقصد قتله؟ المصاب هو المصاب نفسه والألم هو الألم نفسه. تماما مثلما كانت تاير فرحة عمر والديها، كانت عبير تمثل الشيء نفسه لوالديها ورغبت في التحول الى مهندسة عندما تكبر. ولكن بينما ما زالت هناك، حتى الآن شكوك حول هوية قاتل تاير، من السهل جدا معرفة من الذي قتل طه وجميل وعبير. هؤلاء لا يتعرضون للتنديد حتى عندنا، ويحظون بالحصانة الاوتوماتيكية من دون تحقيق. 'لن يحصل على وسام.. ذلك الجندي الذي يطلق النار.. على رأس طفل.. فوق تلة ترابية.. بجانب جدار مخيم اللاجئين..'، هذا ما كتبه اهارون شبتاي في قصيدته 'حضارة'.

القتل بدم بارد
بهذه الطريقة قتل جنودنا 815 طفلا خلال السنوات السبع الأخيرة. كل ستار التبريرات من وراء قتل أكثر من ثلاثة آلاف راشد في هذه السنوات، هو ايضا مخيف في حجمه، ولكنه سرعان ما يتلاشى عندما يتعلق الأمر بالاطفال. على أحد ما أن يصغي الى صوت الأب الثكل من عناتا والذي قال بانفعال جياش أنه لن يخسر رأسه لانه خسر قلبه. دخل علينا شهر محرم، شهر آخر من العبادات المباركة، حيث في العبادات تقرب للخالق وترويض للنفوس، يرتجى فيها ان يعلو العقل على القلب فيرتقي الانسان بأفعاله ويحكم الزمام على انفعالاته، وكنت آمل ان يكون موضوع خطبة الجمعة الماضية عن فضل صيام عاشوراء وحكمة الصيام ولكن الإمام ما انفك يتحدث عن حب الصحابة فخص بالذكر ابا بكر وعمر وعائشة رضوان الله عليهم أجمعين، فاستغربت لاختياره لذلك الموضوع، وبعد انتهاء الصلاة قوبلت بشخص يوزع منشورات عن فضائل شهر محرم وفضائل سلفنا الصالح فكان حديث تحريم سب الصحابة وأحاديث اخرى عن فضائل ابو بكر وعمر وعائشة، فتأكد لي حينها أنها رسالة موجهة الى اخواننا الشيعة مما أغاظني حقاً، فقد أخطأ إمام المسجد اولاً بتوجيهه الحديث للجمهور حيث قصد الشيعة ولكن الحضور كانوا من السنة فقط، وأخطأ ثانيا بأنه أراد اثارة المستمعين وتحذيرهم من خطر وهمي مما يدفع بالمستمع الى تصور ان الشيعة يسبون الصحابة من أعالي المنابر ويشهرون بهم في الصحف اليومية والواقع عكس ذلك تماماً،. وأخطأ ثالثاً بأنه تحدث فيما يبث الفتنة ويدعو الى الشقاق، وترك ما يهم الحاضرين من أمور تشغلهم وتشغل عموم المسلمين، فلا هو تحدث عن اسقاط القروض او الحرب في العراق او احداث لبنان او تردي التعليم او التعديات على أملاك الدولة أو حتى عن مواضيع عامة جدا ولكنها حيوية كالصدق او حسن الجيرة او الإخلاص في العمل او الرفق بالنساء وغيرها المئات من المواضيع التي لها اثر مباشر في حياتنا اليومية، فكان اختياره واختيار الكثير من المتفيقهين ان ينشروا ثقافة الحقد والكراهية.
وما الذي استفدنا من تلك الخطبة او المنشور او حتى الايميل: «لا تسبوا الصحابة».. وهل سمعتهم يسبونهم اصلاً؟؟
قال الإمام الشافعي رحمه الله: «ما ناظرت احدا قط الا تمنيت ان يظهر الله الحق على لسانه»، فهل نريد حقا الخير لهم ام هي عصبية دنست النفوس فلا حسن ظن ولا اخلاص نية؟ ولكن أقول ان ليس في هذا المقام خير مما قاله وفعله قائدنا وقدوتنا رسول الله صلى الله عليه وسلم حينما آذاه المشركون في غزوة احد فحفروا له حفرة فوقع فيها، فشج وجهه، وكسرت رباعيته وشوه منه ما شوه، فقال له بعض الصحابة: «ألا تدعو عليهم يا رسول الله؟» فقال: «اللهم أهد قومي فانهم لا يعلمون»، نعم.. إنه رحمة من الله لهؤلاء، وكثير من هؤلاء الذين آذوه عاشوا ودخلوا في الإسلام وأبلوا بلاء حسناً.
فما رأيكم باستبدال الدعاء الأسبوعي على اليهود والنصارى بالدعاء لهم هل نحن قادرون حقاً على ان نخلص النية فنصفي النفوس ونقدم الاجتماع على التفرق؟ فنحن حقا ابناء بلد واحد، ملبسنا ومأكلنا ومجلسنا واحد، وحتى ديننا - وان شابته شائبة - واحد لا قبل لنا غيره ولا بعده، والاختلاف من سنة الله في هذا الكون ولكن الخلاف منبوذ ومبغوض من الله ورسله، فأقول كما قال الدكتور بشير الرشيدي: «افعل لكن لا تنفعل» وعسى الله أن يهدي الجميع.. آمين.

Bush approves transfer of $86 million to Abbas

US President George W. Bush approved the transfer of $86 million to strengthen the security forces headed by Palestinian Authority Chairman Mahmoud Abbas, Israel Radio reported Tuesday night.

The White House said the funds were meant to help Abbas prevent attacks against Israel, enforce the law and promote reform.

The money was transferred to finance training, purchase of vehicles, uniform and other non-lethal equipment, the White House added.

Yes, it's really difficult to quit smoking. It's really difficult to fight any addiction! Because every addiction makes you feel good only at the time of practising it, but once the dosage is over, the craving starts to build up again until you can't take it anymore. You cannot think right, you cannot sleep, until you have it, then you're back in the vicious cycle! It does suck!! But this medicine is different, because it doesn't try to solve the problem by giving controlled dosages of it (like nicotine patches for example) but by taking care of the depression in-between the dosages (i.e. cigarettes). Yes, Zyban is actually an anti-depressant that was discovered in 1966 but only 30 years later did they find out that it's better for helping smokers quit than any other method in the market. My dad tried it after 3 failed attempts, but Zyban did it. Thank God it's over :)

Cell Phone Use Not Linked to Cancer Risk

Long or short-term cell phone use is not associated with increased cancer risk, according to a study in the December 6 issue of the Journal of the National Cancer Institute.

The widespread use of cell phones has raised concerns about health risks among users. Cell phone antennas emit electromagnetic fields that can penetrate into the human brain, and scientists have wondered if this might cause tumors in the head or neck.

Joachim Schüz, Ph.D., of the Danish Institute of Cancer Epidemiology in Copenhagen, Denmark, and colleagues performed a study of 420,095 cell phone users who first subscribed between 1982 and 1995 and were followed through 2002 for cancer incidence.

The authors did not observe an association between long or short-term cell phone use and brain tumors, salivary gland tumors, eye tumors, or leukemias. In cell phone users who had subscribed over 10 years, they found no link between cell phone use and brain tumor risk. They suggest that cell phone use is not linked to cancer risk.

"The methods used suggest that the use of cellular telephones does not pose a substantial risk of brain tumors among short-term or long-term users," the authors write.

جريدة القبس العدد 12090 - طمأنت آخر الدراسات الضخمة على أن الهواتف الخلوية لا تسبب السرطان. جاء ذلك في الدراسة التي نشرتها مجلة معهد السرطان الوطني في الدانمرك.
لكن نتائج هذه الدراسة لم تخف قلقها بشأن موجات الراديو وما تشعه الموبايلات من ذبذبة إرسال يمكنها اختراق حافة الدماغ الخارجية التي كانت قد أثارت الكثير من الأسئلة عن دورها في نشوء سرطان الرقبة وأورام الدماغ واللوكيميا. وعلى الرغم من ان العلماء الأمريكيين لا يصرون على وجود سبب حقيقي للقلق، فإنهم لم يعطوا للآن شهادة صحية جازمة على سلامة مستخدمي الموبايل. أما البيانات الطويلة المدى في هذا الشأن فيبدو أنها متزايدة.

40% of middle class believed to have fled crumbling nation

Iraq is in the throes of the largest refugee crisis in the Middle East since the Palestinian exodus from Israel in 1948, a mass flight out of and within the country that is ravaging basic services and commerce, swamping neighboring nations with nearly 2 million refugees and building intense pressure for emigration to Europe and the United States, according to the United Nations and refugee experts.

The U.N. High Commissioner for Refugees, which appealed for $60 million in emergency aid last week, believes 1.7 million Iraqis are displaced inside Iraq, whose prewar population was 21 million. About 50,000 Iraqis are fleeing inside Iraq each month, the United Nations said, and 500,000 have been displaced since last February's bombing of a Shiite shrine in Samarra. These figures are as of January 2007.

The Bush administration and the governments of Jordan and Syria, the nations that accept the bulk of the refugees, have been reluctant to acknowledge the humanitarian crisis, experts said.

"I think everyone at this point is in denial about the human consequences of the war," said Kathleen Newland, director of the Migration Policy Institute, who is familiar with the State Department's views.

Sen. Edward Kennedy, D-Mass., has scheduled a hearing today to push for more aid and more U.S. admissions of refugees, especially those facing death threats for working for the U.S. military.

At Kennedy's hearing, the State Department is expected to call for a slight increase in Iraqi admissions to the United States. Just 220 Iraqis were admitted last year, most of them not from the war. The Department of Homeland Security worries that it would be difficult to screen out terrorists.

"I would suspect that the Department of Homeland Security would regard it as a complete security nightmare," Newland said.

Kristele Younes, an advocate at Refugees International, said the refugee problem is growing rapidly.

"At the moment, we're seeing up to 80,000 to 100,000 that are being displaced every month," inside and outside the country, she said. "In Syria alone, there are estimations that there's about 40,000 Iraqis that are coming every month."

Roughly 40 percent of Iraq's middle class is believed to have fled, the U.N. said. Most are fleeing systematic persecution and have no desire to return.

All kinds of people, from university professors to bakers, have been targeted by militias, insurgents and criminals. An estimated 331 school teachers were slain in the first four months of last year, according to Human Rights Watch, and at least 2,000 Iraqi doctors have been killed and 250 kidnapped since the 2003 U.S. invasion. Business owners are especially prone to extortion.

The flight has undermined basic services such as water and sanitation and disrupted commerce, making it increasingly difficult for Iraqi society to function, officials said.

Iraqi Christians were an early target after the 2003 invasion; after the February bombing, Shiite militias began taking revenge on Sunnis. Violence is rising in southern Iraq between rival Shiite factions. Refugees International said many people are targeted for "un-Islamic" dress or behavior.

Iraqis who work for the U.S. government or any Western group, such as nongovernmental organizations and the news media, are especially vulnerable.

"People are targeted in extremely direct ways -- kidnapping, killings, rapes," Younes said. "Every single family we interviewed had gone through such an ordeal, and the tribal system in Iraq is such that revenge is carried out generation to generation, so they feel ... return to Iraq would be tantamount to a death sentence."

While the Bush administration is hastily devising new reconstruction plans for Iraq, refugee advocates say the country most needs emergency humanitarian aid for the most vulnerable, including orphans and women.

U.S. officials have "wanted to keep the impression that they were being successful and that there were Iraqis who were committed to building democracy," said Bill Frelick, refugee policy director at Human Rights Watch and author of an extensive report on the situation. "As it turns out, many of the people who are fleeing are fleeing because of their associations with the United States."

Syria and Jordan, for their part, may want to avoid being formally saddled with refugees who have special international status.

Newland said Syria and Jordan consider the refugees tourists or illegal immigrants, "which sort of implies that the problem will go away or that they would be perfectly within their rights to kick people out."

Jordan, a U.S. ally, has long accepted Arab refugees, and so has Syria's pan-Arabist dictatorship. The fear now is that both may close their borders. Pressure on Jordan, a country of just 6 million, is intense, with Iraqi refugees now accounting for 10 percent of its population -- the equivalent of 30 million landing on U.S. shores. Jordan began restricting entry after Iraqis bombed three hotels in Amman in 2005.

Many Iraqis are also living in Egypt and Lebanon. Iran, Saudi Arabia and Kuwait have barred Iraqis.

"There's just no way a small country like Jordan can, unaided, absorb hundreds of thousands of Iraqi refugees," Newland said.

Despite terrorism concerns, some predict the United States eventually will admit several hundred thousand Iraqi refugees, as it has after most military conflicts.

"Is it going to be one of the unintended consequences of our invasion and occupation of Iraq that we may end up taking hundreds of thousands of Iraqi refugees in this country?" said James Hollifield, an expert in international migration and director of the Tower Center for Political Studies at Southern Methodist University. "I think there's a high probability of that, which is what we saw after Vietnam."

When the South Vietnamese government collapsed, the United States initially accepted 130,000 Vietnamese, including 65,000 fearing their lives because of their collaboration with Americans. Many conferences later, 1.4 million Vietnamese, Cambodians and Laotians had been admitted, according to U.S. Citizenship and Immigration Services.

Smaller admissions of refugees and those claiming asylum followed the conflict in Nicaragua in the 1980s, two Cuban crises in the 1960s and 1980s, the 1979 Iranian Revolution, the Gulf War in the 1990s and the failed 1956 Hungarian Revolution. The United States is the largest refugee host in the world, admitting 2.66 million since 1976.

"The reality is that refugee flows are really tied to foreign policy," said David Reimers, a historian emeritus at New York University. "It's perfectly possible that we could wind up with a couple hundred thousand Iraqi refugees.

"The parallel to me would be after Vietnam War," Reimers said. "There was a frantic number of Vietnamese who wanted to get out, and we were caught unawares; 130,000 or so climbed aircraft and helicopters," some on their own, some evacuated by the U.S. military. Many more followed, and Thailand was soon swamped. Thailand said it could not handle the flows and was not responsible for them. The initial U.S. evacuation soon became, said Citizenship and Immigration Services, "one of the longest running migration and refugee resettlement programs in the modern era."

"Whether it was guilt feelings or a moral imperative, we began to resettle them," Reimers said.

U.S. refugee policy has long been an ad hoc affair, Hollifield said. "We sort of make it up as we go along ... The fact is, refugee policy is a function of foreign policy, but also a function of our humanitarian instincts. It is in fact a very messy business."

Most Iraqi refugees are determined to be resettled to Europe or North America, advocates say. Life in the host countries has become more difficult, they report. Resentment is growing, and most Iraqis are not legally permitted to work.

Resettlement abroad is considered a last resort on humanitarian and foreign policy grounds. Countries in conflict eventually need their people to take part in their own national struggles, some believe. "If we take all the most educated and bright people from Haiti, Haiti's going to sink into the abyss," Hollifield said the thinking goes.

For now, refugee organizations are calling for increased U.S. aid to Jordan and even, through back channels, to Syria.

Some contend large-scale resettlement to the United States is unlikely because of anti-immigration sentiment and fear of terrorism.

"Islamophobia may be too strong a word, but there is suspicion at least of Muslims from the Middle East, and at this stage -- though this could change -- I think people in this country don't see the United States as being the main cause of the refugee flows," Newland said. "I would guess they see it more as result of Iraqi-on-Iraqi violence."

Despite anti-war sentiment, Newland said, "we have not seen as much of an outpouring of sympathy for the innocent victims of this war from Americans, as we did in the aftermath of that terrible photograph of the little girl on fire with napalm (in Vietnam.) Nothing seems to have quite seized the imagination of the American public about Iraqi civilian victims of war in quite that way. Maybe we're just in the early stages. "

BMI View: The decision of the Kuwaiti parliament not to pay off the private debts of its citizens is positive, in terms of democracy and in terms of fiscal prudence. But the fact that it was even considered is worrying.

News that the proposal by Kuwaiti MP Dhaifallah Buramia that the government should pay off the private debts of all Kuwaitis has been rejected is good, but the fact that the motion even got this far is indicative of a worrying 'spend spend spend' mentality in Kuwait. In our view, the negative fact that it nearly happened outweighs the positive that it did not.

We had already priced in very strong spending this year, with the KWD10.87bn pencilled in by the government in its FY06/07 budget looking set to reduce the surplus to just 9.2% of GDP. It is unclear whether the additional spending on paying off Kuwaitis' private debt was to have come out of this budgeted spending, or perhaps even from the reserve Fund for Future Generations. It is possible that supporters of the bill would even have wanted to fund it through additional government spending: according to our calculations, the additional KWD1.2bn supporters say it would cost would take the 9.2% of GDP fiscal surplus we currently forecast to 3.0% of GDP - hardly a disaster.

However, it is far from clear what the limit of the costs would be: MPs opposed to the bill say it could be as high as KWD7.9bn. If this were the case, the KWD10bn expenditure we have already priced in would shoot up to KWD18bn, taking the budget into deficit to the tune of 31% of GDP, assuming that revenues remained the same (we are forecasting KWD11.1bn in FY06/07). It is also unclear how the government would define private debt, who would be entitled to the payment, and how it would be distributed. As MP Marzouq al-Ghanem asked during the debate: 'What do we tell those who did not borrow? What do we tell those who paid back their loans or part of their loans?'.

It is, then, encouraging that 35 of Kuwait's 55 lawmakers, including 15 ministers, voted down the bill. Although the situation might have been different if the bill had been brought to parliament at the behest of the cabinet, rather than an Islamist, it is still positive to see the process of debating and democratically approving a bill in action. This backs up our view that Kuwait has one of the most free parliaments in the region, particularly following the 2006 elections.

However, the fact that this suggestion was even mooted, let alone that it got to the stage of a parliamentary vote and was approved by 20 out of 55 MPs, is worrying. This extreme measure may not have passed muster, but it is illustrative of a general belief in Kuwait that spending will resolve economic problems: it has raised salaries to counter inflation, given cash handouts to compensate for the stock market collapse and it continues to provide highly-paid public sector jobs to combat unemployment and the political risks associated with it.

This is a mindset that Kuwait must get out of, if it is to build a sustainable economy with a strong private sector. The payouts might be a short term solution, but they create major long-term problems. The political risk which would emanate from a population coming to expect the government to solve all its problems will outweigh the current risks it is trying to counter through spending. With no income tax imposed, almost all government revenues come from the oil industry, so Kuwaitis have among the most generous social services in the world at no cost. If this were to be taken away suddenly, in the event of an oil market collapse, for example, then the government would likely face riots and heavy public unrest.

This trend is, although perhaps at its worst in Kuwait, not exclusive to it. Other Gulf states show similarly casual attitudes to long-term fiscal prudence, even with recent reforms and high saving levels. It is telling that our call that the GCC monetary union deadline would be pushed back now looks set to be borne out. Not only has Oman pulled out completely, but other states including Saudi Arabia have now expressed doubt as to whether targets can be met. Although there is no problem with fiscal balances now, in a few years time, these heavy-spending countries are clearly not convinced they can meet the criteria. It is very discouraging that countries which are currently recording double-figure surpluses without even charging income tax are concerned about keeping their deficits below 3.0% of GDP.

Dubai, the "Sudden City"!

Sheikh Mohammed bin Rashid al Maktoum has led the transformation of his realm from a drowsy fishing village to a tax-free business haven and world capital of glittering excess.

There once was a sheikh who dreamed big. His realm, on the shores of the Persian Gulf, was a sleepy, sun-scorched village occupied by pearl divers, fishermen, and traders who docked their ramshackle dhows and fishing boats along a narrow creek that snaked through town. But where others saw only a brackish creek, this sheikh, Rashid bin Saeed al Maktoum, saw a highway to the world.

One day in 1959, he borrowed many millions of dollars from his oil-rich neighbor, Kuwait, to dredge the creek until it was wide and deep enough for ships. He built wharves and warehouses and planned for roads and schools and homes. Some thought he was mad, others just mistaken, but Sheikh Rashid believed in the power of new beginnings. Sometimes at dawn, with his young son, Mohammed, by his side, he'd walk the empty waterfront and paint his dream in the air with words and gestures. And it was, in the end, as he said. He built it, and they came.

His son, Sheikh Mohammed bin Rashid al Maktoum, now rules Dubai, and around that creek has built towering dreams of his own, transforming the sunrise vision of his father into a floodlit, air-conditioned, skyscrapered fantasy world of a million people. With its Manhattan-style skyline, world-class port, and colossal, duty-free shopping malls, little Dubai now attracts more tourists than the whole of India, more shipping vessels than Singapore, and more foreign capital than many European countries. The people of 150 nations have moved here to live and work. Dubai has even built man-made islands—some in the shape of palm trees—to accommodate the wealthiest of them. Its economic growth rate, 16 percent, is nearly double that of China. Construction cranes punctuate the skyline like exclamation points.

Dubai is also a rare success story in the Middle East, a region with a history of failure and stagnation. Whether Dubai represents a glitzy anomaly or a model to be copied by other Arab nations is a question worth asking these days, as the Islamic world struggles to cope with modernization. Abdulrahman al Rashid, a Saudi journalist and director of the Al Arabiya news channel, put it this way: "Dubai is putting pressure on the rest of the Arab and Muslim world. People are beginning to ask their governments: If Dubai can do it, why can't we?"

Dubai, it must be said, is like no other place on Earth. This is the world capital of living large; the air practically crackles with a volatile mix of excess and opportunity. It's the kind of place where tennis stars Andre Agassi and Roger Federer play an exhibition match on the rooftop helipad of the opulent Burj al Arab megahotel; where diamond-encrusted cell phones do a brisk business at $10,000 apiece; where millions of people a year fly in just to go shopping.

I always thought that chicken are prey not predators, never carnivorous. But I was shocked to see a gruesome scene this week; after a few little chicks were hatched successfully, the rooster was chasing a few of them and plucking them to death! After the little poor chick falls dead, the chicken start feeding on it! This picture is the ball that usually has their daily ration of rice, but this week they had a bloody feast, their own progeny!! I�m guessing that this nature at work, imagine if every single egg survives, this means thousands of chicken per year which is impossible to sustain. I guess the slaughter might be violent, but more importantly, it�s necessary!

بيت لحم الحقيقية والمتخيلة في أذهان الغرب

في هذا الوقت من العام يولي ملايين المسيحيين في شتى انحاء العالم الغربي، وجوههم شطر مدينة بيت لحم. ولكنهم لا يفكرون في حياة ومعاناة سكان المدينة الفلسطينيين، بل في بيت لحم التي تعيش في مخيلتهم.

وقد تجلت هذه الفجوة في التصورات الاميركية لبيت لحم، وحقيقة الحياة فيها، في دراستين صدرتا اخيرا، الأولى، كانت عبارة عن استطلاع لسكان بيت لحم اجراه المركز الفلسطيني للبحوث والحوار الثقافي واتاحت لسكان هذه المدينة المقدسة الفرصة للحديث عن احوالهم والمصاعب التي يواجهونها. أما الثانية، فهي دراسة للرأي العام الاميركي اجرتها مؤسسة زغبي انترناشيونال، وعرضت لما يعرفه الاميركيون عن بيت لحم وسكانها.

وتبين ان معظم الاميركيين لا يعرفون حتى أين تقع المدينة، وعبر ستة من اصل كل عشرة اميركيين، عن اعتقادهم بأنها مدينة اسرائيلية. وقال عدد مماثل منهم انهم يعتقدون انها مدينة اسرائيلية او يهودية - اسلامية مشتركة. 15 في المائة منهم فقط، عرفوا انها مدينة اسلامية - مسيحية تقع في الضفة الغربية.

وتبين من الدراسة الاميركية ايضا، ان معظم الاميركيين يرغبون بزيارة بيت لحم بسبب مكانتها الدينية والتاريخية. وهم يعتقدون ايضا ان المدينة يجب ان تخضع للحماية من اليونيسكو وان يتم اعتبارها من الموروثات الثقافية. ولكن لان فكرتهم عن المدينة تخيلية فقط، فإن ما يريدون حمايته هو حجارة ومواقع المدينة المقدسة، وليس مدينة يسكنها اناس حقيقيون.

على الأرض السلام
وليس هناك الكثير من المشاعر تجاه الوضع الحقيقي لسكان بيت لحم، أو التفهم لمعاناتهم والمصاعب التي يلاقونها على ايدي الاسرائيليين طوال ما يربو على اربعة عقود من الاحتلال. فعلى سبيل المثال، اظهر الاميركيون - في دراسة - عدم ادراك للتأثير المدمر على بيت لحم لعمليات مصادرة اراضي المدينة من قبل السلطات الاسرائيلية وبناء المستوطنات عليها، اضافة الى التأثير المدمر للجدار الفاصل الذي يعزل بيت لحم عن مدينة القدس وتقسم الكثير من عائلات المدينة ويخنقها اقتصاديا، (وفي الواقع، هناك الكثير من الاميركيين الذين لا يعلمون شيئا عن جدار الفصل الاسرائيلي). وقد تسبب ضياع الدخل والامل لدى سكان المدينة بسبب الجدار والمستوطنات، في هجرات جماعية لسكان المدينة، الامر الذي اضاف المزيد من التأثيرات السلبية على طريقة ونوعية الحياة فيها. وهذا ايضا مما لا يعرفه الاميركيون.

غياب مثل هذا الادراك في الغرب لمحنة سكان بيت لحم الفلسطينيين ليس سوى صورة عن تجاهل مأساة الشعب الفلسطيني ككل. فحين يحدث ان يفكر الاميركيون بالصراع الاسرائيلي - الفلسطيني، فإنهم يفعلون ذلك من خلال الرواية الاسرائيلية، فهم اما لا يرون الفلسطيني في هذه الرواية او يرونه مجردا من الانسانية. وفي هذا السياق، تصبح فلسطين مشكلة ينبغي حلها، أو مسألة ارهاب يجب وقفه او لاجئين يتعين اعادة توطينهم.

والنتيجة ان الرواية الفلسطينية، كما تروى في الغرب لا تدور حول اناس حقيقيين يكافحون من اجل البقاء ويناضلون ضد الاحتلال. ولكن الحقيقة ان بيت لحم - كما فلسطين - يعيش فيها اناس يواجهون ظروفا قاسية بسبب الهيمنة الاجنبية، ظروفا لا تختلف كثيرا عما مرت به المدينة قبل الفي عام.

ولذلك، قد يكون مفيدا في هذا الموسم من اعياد الميلاد، ان نفكر في بيت لحم الحقيقية والسكان الحقيقيين للمدينة من مسيحيين ومسلمين والحياة التي يعيشونها وما يمكن عمله من اجل تحسين ظروفهم. فإذا فعلنا ذلك، يمكننا حينها ان ننضم الى الملائكة التي قيل لنا في الكتاب المقدس انها انشدت عند ولادة السيد المسيح: 'على الارض السلام وفي الناس المسرة 'وعسى ان يعم السلام والمحبة ارض فلسطين.

A grim milestone: U.S. military death toll exceeds the 2,973 people killed in 9/11 attacks

NEW YORK, Dec. 27, 2006

(AP) In a span of a few hours, 2,973 people were killed in the Sept. 11, 2001, terrorist attacks. In a span of 45 months, the number of American troops killed in Iraq has exceeded that grim toll.

The milestone in Iraq came on Christmas, nearly four years after the war began, according to a count by The Associated Press.

With new casualties announced by the U.S. military on Tuesday, the death toll of American soldiers since the March 2003 beginning of the Iraq war was at least 2,978 _ five more than the number killed in the Sept. 11 attacks in New York, Washington and Pennsylvania.

The AP count is 17 higher than the Defense Department's tally, which was last updated Tuesday.

President Bush has said the Iraq war is part of the United States' post-Sept. 11 approach to threats abroad: Taking the offensive against enemies before they could harm Americans.

There has not been any credible evidence linking Iraq to the Sept. 11 attacks. Democrats have said the war in Iraq detracted from efforts against al-Qaida and other terrorist groups.

"The president believes that every life is precious and he grieves for each one that is lost," deputy White House press secretary Scott Stanzel said Tuesday. "The hardest decision the president has ever made has been to send our young men and women in uniform into harm's way.

"The president will ensure that their sacrifice was not made in vain."

The 9/11 death toll includes the 2,749 killed at the World Trade Center, 184 at the Pentagon and 40 passengers aboard United Flight 93.

Those killed in Iraq came from across the United States, including more than 50 residents of Alabama, more than 40 from Kentucky and more than 30 from Nebraska.

Many enlisted because they felt it was a way to battle international terrorism in the wake of the 9/11 attacks.

Jonathan Lootens, from upstate New York, joined the Army, telling family members: "This is something I have to do."

"It did impact him and make him feel like he should serve," his father, Robert Lootens, said Tuesday. "He felt that this was his time."

The 25-year-old sergeant was killed during his second tour of duty when a roadside bomb went off near his vehicle in the city of Kirkuk. His father says more than enough Americans have died in the conflict.

"I want the boys to come home, you know," Lootens said. "Personally, I can't see where we're really accomplishing anything over there anymore."

Michael Glover joined the Marines after his boyhood neighborhood _ the Belle Harbor section of Queens _ lost several residents in the Sept. 11 attacks. One of his best friends, an equities trader at Cantor Fitzgerald LP, was among those who died at the trade center.

Glover was killed by a sniper while on patrol in Fallujah.

The death toll in Iraq was an emotional reminder of loss for family members of Sept. 11 victims. Sally Regenhard's son Christian, a firefighter and a Marine, was killed at the trade center on Sept. 11.

"I just would like this war to stop in whatever way we need to," Regenhard said. "I can hardly tolerate it when I see these beautiful people. It reminds me of my son. ... These people are being massacred."

Other Sept. 11 family members said they still supported the U.S. military's efforts in Iraq.

"We are engaged in a fight for the free world against a determined enemy, and casualty numbers should not weaken our resolve," said Debra Burlingame, whose brother, Charles, was the pilot of the plane that crashed into the Pentagon.

I saw this when I entered Spinny's super market in Dubai a couple of weeks ago. This is the corner where they sold pork. I couldn't resist taking a shot with my camera. I was too obvious doing it so the store staff told me that it was "not allowed to take pictures". Anyway, I did take it and here it is...

Of course, this reminds me of the sign I see on the way to Mecca. It's a controversial issue indeed. Should it be "live and let live", "convivencia" or "islamic law on all"??

Cavuto: So, you shouldn’t have a state? You shouldn’t have a country? You shouldn’t have a government?

Weiss:We shouldn’t have a state. We should be living amongst all the nations as the Jews were doing for two thousand years as loyal citizens, people who are serving God, emulating God with compassion . . .

Contrary to what people believe, that it’s a religious conflict, we have been living for hundreds of years among Muslims and Arab communities without any UN human rights groups to watch…

Cavuto: Let me ask you this, Rabbi, was life better for the Jews prior to the creation of the Jewish state of Israel?

Weiss:100%. In Palestine, we have the testimony of the Jewish community living there and other lands that they were living in harmony and they pleaded with the United Nations, in the documents we have, the chief Rabbi of Jerusalem said we do not want a Jewish state. The Muslim, Christian and Jewish inhabitants were ignored with the creation of the State . . .

Cavuto: Neverthless, you might not have had a country per se, but you were not a stranger to being abused or slaughtered over the millennia, particularly as recently as fifty sixty years ago?

Weiss: There is an issue of being killed because of anti-semitism, and then there’s another issue where you antagonize and you create your anti-semitism through Zionism . . . in other words, it’s not a free for all – you knock out your neighbors windows and yell anti-semitism.

Cavuto: I know you are an orthodox Jew, what do traditional Jews think of that position?

Weiss: [The mainstream Jewish view] is that, true, we shouldn’t be having a state, but once it’s created the Zionist propaganda that the Arabs want to throw every Jew into the ocean and there’s a ingrained hate against the Jews, which they’ve convinced many Jews to believe, this is why they’re fearful of returning the land…

Cavuto: Well you can’t blame them, right, I mean you have the president of Iran who says the Holocaust never existed and if he had his druthers he’d destroy Israel and all the Jews.

Weiss: That’s also patently false. He has a Jewish community in Iran and they haven’t murdered them when they had the opportunity to . . .

Cavuto: So, you don’t take him at his word that he would try to kill Jews?

Weiss: He would [want] the dismantling of the political state of Israel. In fact, we went, a whole group of Rabbis this last year to visit Iran, and we were taken up by the leaders, we met with the vice president, he [Ahmedinejad] was in Venezuela at the time, we met with religious leaders, all of them stated unequivocally that don’t have a conflict with [Jews]

Cavuto: So as long as Israel exists, Rabbi, you think – just itching for trouble

Weiss: Jews are suffering, Palestinians and Lea are suffering . . . we pray for the speedy and peaceful dismantlment of the Jewish state.

Cavuto: It’s interesting Rabbi, you don’t hear that view often.

Rabbi Weiss is a representative of Neturei Karta, a tiny fringe ultra-orthodox Jewish sect founded on the idea that Zionism is literally demonic and responsible for many of the world's evils. Far from representing any mainstream Jewish perspective on the Middle East, members of Neturei Karta have a long record of extremist statements and support for anti-Semites and Islamic extremists, including, most recently, the President of Iran as he called for the destruction of Israel.

Neturei Karta represents an extremist ideology that is isolated and has no support outside of their small group. To present them on your program as having "another view" of Israel is outrageous and offensive. Neturei Karta spokesmen routinely call for the "dismantling" of the State of Israel and the empowerment of the Palestinians – who would then decide whether to allow any Jews to remain in their new state. They believe that a promised messianic age cannot begin until Zionism is eliminated from the Middle East.

By giving Rabbi Weiss a platform, you mislead your viewers and give the Neturei Karta unwarranted authenticity as a moral authority on the complex issues in the Middle East. Worse, you provide an extremist sect with a degree of legitimacy that they do not deserve. We urge you to re-evaluate the criteria used for issuing invitations to members of groups like Neturei Karta.

With the diversity of voices and views within the mainstream American Jewish community, and the wide array of experts on Mideast policy and diplomacy available as resources, there are plenty of views to be had on the current conflict without playing into the hand of extremists.

Our point is not censorship, but responsibility.

قصة الثروة في الكويت خلال 100 عام: كيف تركزت... وأي تغيير ديموغرافي يتحداها؟!

عندما يريد أي باحث الحديث عن قصة الثروة في الكويت فعليه الحديث اولا عن قصة 100 عام من التسلسل التاريخي المرتبط بجملة من التحولات الاقتصادية والسياسية والديموغرافية، فضلا عن الثقافة التي رسمت كلها من خلال تداخلها ببعضها البعض، خريطة توزيع الثروة في الكويت لتشكل تبعا لذلك الطبقات الاجتماعية وفق ما تمتلكه من ثروة وبالتالي نفوذا وتأثيرا على مختلف مناحي الحياة خصوصا السياسية منها، حيث ظلت الثروة في الكويت مدة طويلة خلال فترة ما قبل النفط، ذراعا سياسيا معارضا للسلطة التقليدية اذ كان التجار والسلطة هما طرفا المعادلة في الحكم حتى العام 1961، حيث صدر الدستور ومع ذلك ظل الوضع بين طرفي المعادلة راسخا وان ضعف لفترة ليشتد في فترة اخرى.

اذا فهي الثروة التي تفتح الباب في مجتمع شبه محسوم للادوار للعب دور سياسي او اقتصادي فاعل ولقد مرت الثروة في الكويت وتوزيعها في 4 مراحل اساسية هي:

مرحلة ما قبل النفط: وهذه المرحلة اتسمت في فهم المعادلة اذ كان تجار اللؤلؤ والبضائع بين الكويت والهند وشرق افريقيا هم الذين يشكلون الطبقة التجارية الكبرى التي كان لها كلمة مهمة في تحديد اتجاه الامارة بالتعاون مع الحاكم انذاك، في حين كان المجتمع وقتها اكثر انتاجية وطلبا للرزق حيث كانت الاعمال التجارية التقليدية في مواد البناء والملابس والاغذية وحتى الانشطة اليدوية مقبولة اجتماعيا وجزءا اساسيا من النشاط الاقتصادي حيث كان المجتمع وقتها بشكل عام منتج واقل نهما من الاستهلاك من الان، ربما لان الحصول على الرزق او الثروة كان يحتاج جهدا كبيرا لم يكن للحكومة فيه وقتها اي فضل، ففي ذلك الوقت لم تكن الحكومة توظف الا من كانت تحتاج اليه فعلا فيما كانت الغالبية تعمل في الغوص او التجارة او الاعمال اليدوية.

مرحلة النفط: رغم ان النفط في الكويت اكتشف في منتصف الثلاثينات من القرن الماضي فان اثره في الحياة الاجتماعية لم يتجل الا في حقبة الخمسينات عندما اطلقت الحكومة برنامجا ضخما للتثمين ليس فقط بهدف توزيع الثروة على المواطنين بقدر ما كان بهدف شراء الولاء والود السياسي ليس للدولة بل لأطراف فيها، فكان هذا البرنامج الزلزال الذي هشم قواعد المجتمع المنتج خصوصا ان التثمين ترافق في الوقت نفسه مع برنامج توظيف كبير للكويتيين في الدوائر الحكومية، فكسدت معظم الانشطة والاعمال التجارية الوسطى وبات الغوص من التراث ليتجه السواء الاغلب من المواطنين الى الوظيفة غير المنتجة، اي ان جيل منتصف الخمسينات جمع في وقت واحد بين الثروة الطائلة والوظيفة المريعة في الوقت الذي تحولت طبقة التجار في بداية القرن من التجارة في الغوص واللؤلؤ (الذي كسد هو الاخر بفعل اللؤلؤ المصنع الياباني) الى عالم الوكالات التجارية وسط مجتمع يتجه بقوة الى الاستهلاك، فكانت وكالات السيارات والمعدات والاغذية والمواد والاجهزة الكهربائية والميكانيكية والساعات، ومن الطبيعي ان يحصل من بيده الوكالات بسهولة على المناقصات التي تطرحها الدولة وكان في هذه الاخيرة من اعتبرها باب رزق جديد واخرون رأوا فيها حرمنة وفسادا لكنها زادت اهل الثراء ثروة واهل الاستهلاك رغبة خصوصا مع تفسير المفاهيم وظهور مصطلح 'الكشخة' كمعيار اجتماعي، كما يسجل في هذه الفترة بداية تبلور تركيز الثروة في ايدي نحو 20 الى 25 عائلة ربما يكون اكثر من نصف الكويتيين مدينين لها بالاقساط والديون، ولعل في هذه المرحلة استمرت الفورة النفطية الكبرى أي في منتصف السبعينات.

مرحلة التذبذب في الاسعار: مع نهاية السبعينات اخذت المنطقة الخليجية في التحول الى وضع جديد خصوصا بعد الثورة الايرانية ودخول المنطقة اجواء الحرب بين العراق وايران وتراجع اسعار النفط عن الحدود القصوى في منتصف السبعينات البالغ (40 دولارا) للبرميل مما عرقل اتجاهات الدولة بتوزيع الثروة نوعا ما، غير انها في الوقت نفسه استمرت في سياسة التوظيف نفسها وابتكار المزيد من الادوات كقروض بنك التسليف وبدلات الايجار، كما اضيف الى شهادات الراتب في العديد من الوظائف ما يعرف ب'بدل طريق' وكأن الكويت اكبر مساحة من روسيا (..) ، غير ان هذه الفترة شهدت فورة في سوق المناخ الذي يرى البعض ان الحكومة تركته يعمل رغم كل ما فيه من اخطاء وسلبيات ظنا منها ان سوق المناخ وتضخم اسعار الاصول في الاسهم والعقار سوف يكون بمنزلة توزيع جديدة للثروة، وبالفعل تكون لدى صغار الموظفين خلال عام او اكثر بقليل ثروات 8 و10 و20 مليون دينار ولكن على الورق حتى اذا رغب هؤلاء في جني ارباحهم فعلا.. انفجرت الفقاعة وظل الواقع الاقتصادي منهارا طوال مدة حقبة الثمانينات وحتى الغزو العراقي للكويت عام .1990

المرحلة الحالية: هذه المرحلة هي الاهم على الاطلاق ففيها شهد عمق القرار السياسي تأثرا بالغا بالتغيير الديموغرافي الذي حدث في المجتمع الكويتي، لدرجة ان فئات منه تتصف غالبا بالطبقة الوسطى وما دون باتت لها ثقل سياسي وبرلماني يبتكر من الادوات والوسائل ما يحرج الحكومة من جهة ويحقق من جهة ثانية مصالح انتخابية، فمرة يزيد الرواتب ومرة يسقط فواتير الكهرباء، واخرى يلغي فوائد قروض المتقاعدين ويحاول هنا ويجرب هناك وسط معرفة ان الحكومة كلما زاد الضغط عليها من النواب، ذعنت ووافقت، والمشكلة هنا ان هذه الشريحة في المجتمع ليس لديها برنامج اقتصادي او اجتماعي واضح، فحججها في القروض لا تتعدى ان الفساد منتشر (والديرة خربانة)، وبالتالي فإن توزيع الفوائض القياسية الناتجة في معظمها عن ارتفاع اسعار النفط هو افضل بديل، وفي المقابل، فإن الحكومة نفسها محتارة في الفوائض وليس لديها برنامج واضح لإدارة الفوائض حتى ان مشروعها لإنشاء 3 شركات يمتلك المواطنون فيها حصصا مدفوعة سلفا غير واضح، بل حتى غير مشجع لأن الذاكرة لا تحمل اي علامة ايجابية لطرق ووسائل الاستثمار في الشركات الحكومية التي تغلب عليها البيروقراطية، وضعف آلية اتخاذ القرار، وبالتالي تحقيق المزيد من الخسائر، حيث على الحكومة اذا ارادت ان تتخلص من ضغوط شعبوية على الفوائض المالية ان تعرف هي ما تريد اصلا بهذه الفوائض ولا تدخل هكذا ثروة في اتون تسويات واخذ ورد نيابي، بل تتجه بكل شجاعة الى تحويل الفائض الى مشاريع وانفاق استثماري، فضلا عن توجيه اكثر المبالغ الى صندوق احتياطي الاجيال القادمة.

من خلال ما تقدم، يمكن استخلاص مجموعة من النقاط المهمة حول الثروة وتركيزها او توزيعها في المجتمع الكويتي، وهي:

ان كسب الثروة او الرزق بالجهد ومن خلال مجتمع انتاجي كان فقط في المرحلة الاولى، اي ما قبل النفط، حيث لعبت الكويت دور محطة ترانزيت بين الهند وشرق افريقيا، ولقد تراجع الانتاج لصالح الاستهلاك في كل مرحلة على التوالي، ففي البداية كان المواطن لا يأخذ شيئا من الدولة، ولا يطالب، اما الآن فإن المواطن او بعضهم، يريد عصر الدولة ليحصل على زبدة المال والثراء، وبالتالي المزيد من الاستهلاك. ففي الماضي كانت الحكومة تبتكر من الادوات ما لديها لتوزيع الثروة ، اما اليوم فإن الادوات والابتكارات جاهزة من نواب وتجمعات وما على الحكومة الا التنفيذ، والا فإن الاستجوابات والازمات والمشاكل لن تنتهي.

يقول بعض النواب الذين تحدثت اليهم 'القبس'، انهم على استعداد لقيادة حملة مضادة لإسقاط القروض على اعتبار ان المصلحة الوطنية اعلى من المصلحة الانتخابية، لكنهم في المقابل لا يأمنون جانب الحكومة، في ان تتراجع لتمرر المشروع مع النواب المؤيدين بالضبط، كما حدث مع مسألة اسقاط فواتير الكهرباء عندما وقع بعض النواب في موقف محرج عند معارضتهم اسقاط الفواتير فإذا بالحكومة تعقد صفقة مع المؤيدين وتصوت لصالح القانون، لذلك يمتنع الآن بعض النواب من اعلان موقفهم الى حين التأكد من عقد الجلسة وثبات الحكومة على موقفها.

لا بد ان يكون للحكومة برنامج اقتصادي وتنموي واضح تستطيع من خلاله صد هجمات المطالب الشعبوية التي يبدو انها لن تنتهي خصوصا ان هذه الطبقة التي تبلورت من تحول ديموغرافي لافت لا تزال تعيش عصرها الذهبي حتى ولو كره الكارهون الامر الذي يحتم على الحكومة عملية ادارة الفوائض وفق اسلوب تنموي مفيدللحاضر والمستقبل.

U.S. is most unfriendly country to visitors, survey says

WASHINGTON (Reuters) - Rude immigration officials and visa delays keep millions of foreign visitors away from the United States, hurt the country's already battered image, and cost the U.S. billions of dollars in lost revenue, according to an advocacy group formed to push for a better system.

To drive home the point, the Discover America Partnership released the result of a global survey on Monday which showed that international travelers see the United States as the world's worst country in terms of getting a visa and, once you have it, making your way past rude immigration officials.

The survey, of 2,011 international travelers in 16 countries, was conducted by RT Strategies, a Virginia-based polling firm, for the Discover America Partnership, a group launched in September with multimillion-dollar backing from a range of companies that include the InterContinental Hotels Group, Anheuser Busch and Walt Disney Parks and Resorts.

The survey showed that the United States was ranked "the worst" in terms of visas and immigration procedures by twice the percentage of travelers as the next destination regarded as unfriendly -- the Middle East and the Asian subcontinent.

More than half of the travelers surveyed said U.S. immigration officials were rude and two-thirds said they feared they would be detained on arriving in the United States for a simple mistake in their paperwork or for saying the wrong thing to an immigration official.

The survey was taken between October 25 and November 9 against the backdrop of growing concern in parts of the U.S. business community over a steady decline in the number of foreigners visiting the United States.

"Between 2000 and 2006, the number of overseas visitors, excluding those from Mexico and Canada, has declined by 17 percent," said Geoff Freeman, executive director of the Discover America Partnership, "and business travel in that period has dropped 10 percent."

Travel Industry Association statistics show that the U.S. share in world tourism declined from 7.4 percent in 2000 to 6 percent last year. A one-percentage point increase, according to the association, would mean 7.5 million additional arrivals, $12.3 billion in additional spending, 150,000 additional U.S. jobs, $3.3 billion in additional payroll and $2.1. billion in additional taxes.

With about 50 million visitors a year, the United States is the world's third most-popular destination, after Spain and France.

"The problem is that since September 11, this country has viewed visitors more as a threat than an opportunity," Freeman said. "The entry process has created a climate of fear and frustration that is keeping foreign visitors away."

"Unless Congress understands there is a problem, nothing will be done ... though it wouldn't take much to make a change," Freeman said.

الولايات المتحدة الأميركية ' أسوأ ' دولة في استقبال السياح ورجال الأعمال

العدد 12023 - جريدة القبس - واشنطن- أ.ف.ب- اظهرت دراسة نشرت الاثنين ان الولايات المتحدة تعتبر 'اسوأ' الدول في مجال استقبال السياح ورجال الاعمال الذين يواجهون بطء الاجراءات البيروقراطية ورجال الجمارك الفظين.
وتؤكد هذه الدراسة التي اعدتها 'الشراكة من اجل اكتشاف اميركا' المنظمة المهنية للقطاع السياحي ان هذا الوضع يسيء للاقتصاد الاميركي.

وشرحت المنظمة في بيان لها ان 'اجراءات الدخول الى الولايات المتحدة خلقت جوا من الخوف والاستياء يثني رجال الاعمال الاجانب والسياح عن التوجه الى الولايات المتحدة ويسيء الى صورة اميركا في الخارج'.
واوضحت ان ادخال تغييرات ولو طفيفة على طريقة استقبال المسافرين 'يمكن ان تؤدي الى فوائد مهمة من وجهة النظر الاقتصادية والدبلوماسية على حد سواء'.

وتستند هذه الدراسة الى آراء الفي مسافر اجنبي طلب منهم مقارنة تجربتهم في 16 دولة في اوروبا وآسيا والشرق الاوسط واميركا الجنوبية مع تجربة دخولهم الى الولايات المتحدة.

والاشخاص الذين اعتادوا على زيارة الولايات المتحدة (74%) هم في المقابل اكثر ميلا لاعطاء رأي ايجابي عن هذا البلد مقارنة مع اولئك الذين لم يتوجهوا اليه في الاونة الاخيرة. واعتبر جيف فريمان المدير التنفيذي ل'الشراكة من اجل اكتشاف اميركا' ان 'هذه الدراسة يجب ان تعتبر تنبيها للحكومة الاميركية'.

واظهرت الدراسة ان 'زيارة الولايات المتحدة والاحتكاك مع الاميركيين يمكن ان يترك اثرا قويا وايجابيا على الطريقة التي ينظر بها الاجانب لبلادنا. وللاسف فان الانطباع الذي تتركه اجراءات الدخول الفظة والتي تتسم بالعجرفة تبعد المسافرين وتسيء الى صورة الولايات المتحدة'. وخلصت الدراسة الى ان اجراء الدخول الى الاراضي الاميركية يعتبر 'الاسوأ في العالم' بالنسبة للمسافرين.

وافادت ان الولايات المتحدة وضعت في نفس الترتيب مع الدول الافريقية ودول الشرق الاوسط الذي ياخذ في الاعتبار سهولة اجراءات الدخول وتصرف رجال الجمارك. واعتبر 54% من الاشخاص الذين شملتهم الدراسة ان رجال الجمارك الاميركيين فظون.

واضافت الدراسة ان ثلثي المسافرين يخشون ان يتم توقيفهم عند الحدود بسبب خطأ بسيط او تصريح خاطىء. وتابعت ان 'نتائج هذه الدراسة تتيح تفسير تراجع عدد الاجانب الذين زاروا الولايات المتحدة في السنوات الخمس الماضية بنسبة 17% وتراجع عدد المسافرين من رجال الاعمال الذين دخلوا البلاد خلال سنة بنسبة 10%'ه

Lee Kuan Yew, an "Enlightened Dictator"?

As Prime Minister of Singapore from her independence in 1963 to 1990, Lee Kuan Yew carefully crafted a national security strategy that led his country from poverty to plenty. Upon her expulsion from the Federation of Malaysia, Singapore was on an economic par with Chile, Argentina, and Mexico. Today, Singapore's per capita gross national product (GNP) is four to five times that of those countries. It has surpassed Great Britain, its colonizer, in per capita GNP, become the world's busiest port and third-largest oil refiner, and developed into a global center for manufacturing and service industries. Lee's shrewd ability to read Singapore's domestic and international environment and to implement strategies to take advantage of available opportunities was instrumental in moving Singapore from the ranks of the developing nations into an affluent society in one generation. Although he has repeatedly rebuffed the title of "enlightened dictator," Lee had virtually total control over the government and guided this miraculous transformation in an authoritarian manner. He was relentless in achieving his goals of establishing a national identity, developing an internationally competitive economy, and molding his people into a properly ordered and ambitious society. By successfully accomplishing these objectives, Singaporeans were brought together as a viable and prosperous nation. Lee's national security strategy, however, did have its negative costs. In particular, freedom of expression and other individual liberties were often subjugated to the advancement of national interests.

قد يظن البعض ان الشعوب (باعتبارها مجموعة أشخاص تعيش على أرض محددة) وحدها تصنع تاريخ الدول، وقد يظن البعض الآخر أن اسم البلد يوضع على خريطة العالم الاقتصادية منذ اللحظة الاولى لولادته. غير ان لهذا الواقع استثناءات، ان لم نقل صورة مقابلة. فلطالما ولدت دول دون أن تؤثر على الاقتصاد العالمي 'بشعرة'، ولطالما صنع فرد واحد تاريخ شعب ودولة معا. هذه الصورة المقابلة (أو الوجه الآخر في المرآة، ان صح التعبير) يجسدها لي كوان يو. هذا 'الثمانيني'، الذي ارتبطت باسمه عبارة 'مؤسس سنغافورة الحديثة وقائد التنمية الاقتصادية في بلاده'، سيحل ضيفا على الكويت ليلقي كلمة في الندوة العالمية السنوية التي ينظمها بنك الكويت الوطني في 18 نوفمبر الجاري تحت عنوان 'آسيا والخليج العربي... نحو ازدهار دائم'، برعاية سمو رئيس مجلس الوزراء الشيخ ناصر المحمد في مقر الصندوق العربي للانماء الاقتصادي والاجتماعي. فمن هو 'لي كوان يو' الذي يأتي من أبعد أصقاع الارض ليروي قصة نجاح ويرتوي مستمعوه من تجربته؟

ولد لي كوان يو في 16 سبتمبر عام 1923، وأصبح أول رئيس وزراء للجمهورية السنغافورية في عام 1959 بعد انتخابات برلمانية فاز فيها حزب العمل الشعبي الذي أسسه عام ،1954 وبقي في منصبه، الذي تولاه في سن ال35 سنة، حتى عام ،1990 بدأ حياته شيوعيا متزمتا وأنهاها نموذجا تاريخيا في التنمية. لم يتنازل عن فاصلة واحدة من تراث بلاده الاجتماعي. فأثار ازمة سياسية كبرى مع الولايات المتحدة لأن مراهقا اميركيا لطخ نظافة المدينة بالدهان. لكن هذا التمسك بالمبادئ والميراث والعادات لم يتعارض لحظة واحدة مع استخدام الحداثة من اجل الكفاية والضمان الاجتماعي والتقدم والنمو. وكانت النتيجة سنغافورة المعاصرة التي ارتبط اسمها باسم لي كوان يو 'الديكتاتور الرشيد'.

الباني وطنا للناس
كان من المذهل اقامة مثل سنغافورة الحالية في فقر آسيا قبل اربعة عقود. غير ان لي كوان يو الذي جاء من اوكسفورد الى المستعمرة البريطانية السابقة، كان يحلم بأن يبني وطنا للناس وليس له. لذلك بنى المصانع لا الاذاعات. وامر الناس بالعمل لا بالاصغاء الى الاذاعة. ومنع التجمع الا للصلاة. واغلق السجون ليفتح المدارس. واقام في آسيا نموذجا مناقضا لكتاب ماو تسي تونغ وثوراته الثقافية. ولم يسمح للمذابح لدى الجارة الاندونيسية بالتسرب الى بلاده. وطبق حكم القانون، لكنه لم يحول بلاده الى سجن تطعم فيه الفئران كوجبات دسمة، كما لدى جارته بورما.

ويعتبر لي كوان يو خليطا سحريا من اداب الماضي وآفاق المستقبل. وكان قبل اي شيء حريصا على الكرامة البشرية، فحارب الفقر بالدرجة التي عارض فيها نفوذ اميركا. وجعل لكل مواطن بيتا بدل ان يكون لكل الف مواطن كوخ. اذ كانت تلك الجزيرة، التي أسسها السير ستامفورد رافلز عام 1819، مجرد قرية للصيادين تخلو من أي موارد طبيعية وفيها قاعدتان عسكريتان، ويسكنها خليط من المهاجرين غالبيتهم أتوا من الصين والباقي من ماليزيا والهند مع أقليات آسيوية أخرى. وبعد أن رحل المستعمرون من منطقة جنوب شرق آسيا خلفوا وراءهم فوضى عارمة، فكان على سنغافورة أن تواجه وحدها مخاطر التمدد الشيوعي في جميع أرجاء العالم، خصوصا أنها دولة فقيرة قريبة من الدب الروسي. ولم تجد سنغافورة حلا لهذه المعضلة سوى الانضمام إلى اتحاد الملايو عام 1963 الذي يشكل ما يعرف الآن بماليزيا. الا ان هذا الاندماج لم يصمد أكثر من عامين بسبب إصرار سكان الملايو المسلمين على احتواء سنغافورة من دون مراعاة وجود الغالبية الصينية البوذية فيها. وبعد أقل من عام على الانضمام، حدثت صدامات عرقية بين الصينيين والملاويين كانت كفيلة بخروج سنغافورة نهائيا من اتحاد الملايو في 9 أغسطس 1965 وهو نفسه تاريخ استقلال سنغافورة.

الوحدة والتحدي
ويقول لي كوان يو في كتاب سيرته الذاتية عن تلك المرحلة: 'بعد الانفصال مباشرة توليت منصب رئيس الحكومة، وكل شيء حولي ينذر بالانهيار، فنسبة البطالة تقارب 15% والدولة الجديدة تكاد تخلو من كل شيء: القوة العسكرية مؤلفة من كتيبتين ماليزيتين، البنية التحتية متخلفة للغاية، قوات الشرطة لا وجود لها من الناحية العملية، المدارس والجامعات لا تفي بالحاجة، الغليان العنصري والديني يهدد بالانفجار في أي لحظة، التهديد الخارجي لم يتوقف، وكانت ماليزيا تنتظر فشلنا على أحر من الجمر لتستخدم القوة في إعادة سنغافورة إلى حظيرة الملايو'.

وكانت عملية بناء الجيش وقوات الشرطة من أشد الأولويات التي فرضت نفسها على حكومة لي كوان يو. وعزز وجود بعض القوات البريطانية الرمزية في سنغافورة روح التفاؤل بالقدرة على الصمود في تلك الرحلة الحرجة. ولكن ما لبثت بريطانيا أن أعلنت عن نيتها سحب جميع قواتها من المنطقة بعد تراجع دورها في العالم تدريجيا. فخسرت سنغافورة الكثير بسبب هذا القرار لأن وجود القوات البريطانية كان يوفر 30 ألف فرصة عمل أي ما يعادل 20% من الناتج القومي الإجمالي، كما وجدت نفسها مضطرة إلى التعجيل في تنفيذ برامج التسليح المكلفة.

الأخطاء دروس
بعد الرحيل النهائي للقوات البريطانية من سنغافورة، يشرح لي كوان يو الإجراءات التي اتخذت لمواجهة المرحلة الجديدة: 'لم يكن أمامنا إلا أن نبدأ بالسياحة، ما أدى إلى نجاح جزئي لكنه غير كاف للقضاء على البطالة. فكان من الطبيعي ألا تقتصر خططنا على جانب واحد من الاقتصاد، لذا شجعنا على بناء المصانع الصغيرة، خصوصا مصانع تجميع المنتجات الأجنبية على أمل أن نبدأ بتصنيع بعض قطعها محليا، وعرفنا الكثير من الفشل سواء لنقص الخبرة أو لعدم الحصول على الاستشارات الصحيحة. وكلفنا ذلك الفشل غاليا لكننا استفدنا من الدروس المكتسبة وعملنا لئلا نقع في الخطأ مرتين'. ويضيف كوان يو نقطة مهمة: 'اخترنا دائما الفرد أو العنصر الأفضل لأي مهمة أو واجب، مهما كانت انتماءاته أو أصله أو دينه، كنا نهتم بالنتيجة فقط وكنا نعلم تماما أن فشلنا يعني حروبا أهلية واندثار حلم'. وبعد انسحاب آخر جندي بريطاني، تمكنت حكومة لي كوان يو من استعادة جميع القواعد والأراضي والمباني التي كانت تعود الى البريطانيين واستغلالها بصورة مربحة، كما تمكنت من تقليص البطالة إلى حدودها الدنيا مع نهاية عقد السبعينات من القرن الماضي. ومن بين أهم إنجازات تلك الفترة بناء مدينة جورونغ الصناعية على مساحة 9 ألاف فدان لجذب الاستثمارات الأجنبية. وفي فترة قصيرة، وثبت سنغافورة وثبتها الكبرى باستغلال موقعها الجغرافي المتوسط بين اليابان وأوروبا واندماجها الكامل في الاقتصاد الدولي وبعدها عن نقاط التوتر في قارة آسيا، فأصبحت تستقبل 70 % من تجارة الحاويات في العالم كما تحولت الى واحدة من أهم المراكز المالية.

دور دولي
مع أن حلبة 'لي كوان يو' المحلية كانت ضيقة المساحة، إلا أن ما تمتع به من نشاط وحيوية ضمن له ميدانا رحبا وموقعا مؤثرا على ساحة الشؤون الدولية. واستطاع الإبحار بمهارة وسط موجات المد المتقلب التي اكتسحت العلاقات بين أميركا والصين وتايوان، ليلعب دور المستشار الموثوق حينا، وأداة الاختبار لصوابية الأفكار والآراء حينا آخر، والرسول المبلغ في كثير من الأحيان.

وقبل تحقيقه نقلا سلميا لمقاليد الحكم إلى جيل القادة الشباب عام 1990، حول لي كوان يو حكومته عام 1989 الى أول حكومة الكترونية في العالم. وبقي نائبا لرئيس مجلس الوزراء من عام 1990 حتى 2004 حين أصبح وزيرا موجها واستشاريا لحكومة ابنه لي هسيان لونغ (54 عاما). كما يلعب اليوم دور المستشار غير الرسمي للحكومة الصينية. ولا يزال لي كوان يو يقود بلاده ويدعو الى العلم، 'لكن التحدي الأكبر هو حماية القيم التي نقدر. فالعلاقة البشرية الاساسية، بين الآباء والابناء، بين الاصدقاء والرفاق، بين المواطن والحكومة، هي حقيقة غير قابلة للتغيير'، حسب تعبيره.

واضع تفاصيل حياة السنغافوريين
لا يوجد شيء في سنغافورة لم يلحظه بصر لي كوان يو الثاقب أو ترقبه عيناه المتيقظتان: بدءا من اختيار النباتات لتحويل سنغافورة إلى واحة خضراء، مرورا بتجديد فندق رافلز الرومانسي، وانتهاء بحث الشباب، بشكل سافر وصريح وجريء، على الزواج من فتيات في مستواهم الثقافي نفسه. وتحمل سنغافورة النظيفة بصمة لي كوان يو الواضحة، ولا يعتذر عن تأثيره النافذ في بلاده: 'إذا كانت سنغافورة دولة مربية، فأنا فخور برعايتها وتنشئتها'. واختار لي كوان يو اللون الابيض للباس حزب العمل الشعبي الحاكم. وسأله مرة أحد الصحافيين عن سبب اختيار هذا اللون، فأجابه 'هذه الملابس ترمز الى الشفافية والنظافة'.

أوسمة بالجملة
حصد لي كوان يو عددا كبيرا من الاوسمة تقديرا لعطاءاته في مجال الاقتصاد العالمي. ومن الاوسمة التي حصل عليها وسام شروق الشمس عام 1967 ووسام مرافقي الشرف عام 1970 ووسام حرية المدينة في لندن عام 1982 ووسام الصف الاول لتاج جوهور عام 1984 ووسام القائد العظيم عام ،1988 وفي عام 2002، قبل رسميا ضمن أعضاء المعهد الإمبراطوري في لندن اعترافا لما قدمه من دعم للتجارة والصناعة العالمية ومبادرات تطوير العلوم والدراسات الهندسية مع المملكة المتحدة. كما حصل على أوسمة أخرى تشمل أعلى درجة عضوية شرفية في معهد إيدنبورغ الملكي للطب عام 1988 ووسام رجل السلام في عام 1990

من أقواله

- عن الديموقراطية: 'لا اعتقد أن طريق الديموقراطية تؤدي إلى التنمية، بل أرى أن البلد يحتاج إلى النظام أكثر من حاجته إلى الديموقراطية'.
- عن تأثير العلم في اقتصاد الدول: 'التعليم هو أحد الدعائم الرئيسية لاقتصاد أي دولة، وكلما ازداد عدد المتعلمين قل حجم البطالة، وعلى الرغم من ارتفاع نسب البطالة في بعض البلدان التي تمتلك نسبة كبيرة من المتعلمين، فإن ذلك لا ينفي هذه القاعدة، حيث ان الوظائف التي نفتقر اليها، هي وظائف صغيرة وغالبا ما تحل التكنولوجيا الحديثة محلها'.
- عن الليبرالية الاقتصادية: 'ليس من الضرورة أن يرافق الاصلاح السياسي تحويل الاقتصاد الى المفهوم الليبرالي. لا أؤمن بأن الليبرالي المليء بالآراء المختلفة والافكار المالية سينجح على الاطلاق'.
- عن الصناعة: 'في نهاية النهار، لدينا أزرار كثيرة في آلاتنا الالكترونية. لكن السؤال هو: هل هذه الأزرار أفضل من تقنيات منافسينا'.
- عن حد النسل: 'علينا تشجيع من يتقاضى راتبا أقل من 200 دولار شهريا ولا يستطيع تعليم اولاده على ألا ينجب أكثر من طفلين، لأننا سنندم على الوقت الذي أضعناه اذا لم نخط خطوة أولى نحو حد النسل في مجتمعنا المثقف'.
- عن الشرق الاوسط: 'النجاح الذي يشهده الشرق الأوسط هو ثمرة للسياسات الاقتصادية السليمة، مما أدى إلى توازن اقتصادي يمكن رؤيته بوضوح في مدينة دبي التي تحتل مركز الريادة في المنطقة'.

بين التوريث السياسي والتحديث الاقتصادي
جمع المسرح الداخلي في سنغافورة بين الديموقراطية الانتخابية والدكتاتورية الشرعية، بين الحزب الحاكم باسم الأغلبية الصينية وبين المعارضة الشكلية باسم الأقليات القومية والدينية. وكرس النموذج السنغافوري النظام الأبوي أو الوراثة السياسية. فالنظام الأبوي في الدولة التي تحمل اسم مدينة الأسد SINGA بدأ بالدور التأسيسي الذي لعبه لي كوان يو وبالإدارة الصارمة لعملية التطوير والتحديث والتجديد التي أشرف عليها. وزمن حكم خليفته ومرشحه جوه شوك تونغ بعد 3 عقود، كان يترجم نفوذه في اتجاهين: الأول بالإشراف الأبوي على سياسة البلاد في خطوطها الرئيسية والعامة دون الخوض في التفاصيل، والثاني بالعمل على إعداد ابنه لي لونغ للمرحلة الثانية عبر الممارسة والتجربة في مواقع حكومية مهمة كمحافظ البنك المركزي ووزارة المالية حتى حان الوقت ونضجت الظروف لاستلام السلطة، قانونيا وشرعيا وحزبيا، معلنا عزمه على السير في طريق التطوير جامعا في نموذج آسيوي لافت بين التوريث السياسي والتحديث الاقتصادي.

الرئيس الأميركي السابق جورج بوش الأب: 'لي كوان يو من الشخصيات اللامعة التي لم يسبق أن تعرفت على مثلها. فالمهتمون بسيرة هذا الآسيوي الناجح، عليهم أن يقرأوا قصة سنغافورة'.

رئيسة الوزراء البريطانية السابقة مارغريت تاتشر: 'قرأت وحللت كل خطاباته، لقد استطاع أن يخترق أساليب البروباغندا الاعلامية دون أن يخطئ مرة قط'.

الرئيس الفرنسي جاك شيراك: 'غريب أمر سنغافورة التي تحولت خلال 30 عاما الى بلد راق. من يرد معرفة سر نجاح هذا البلد الآسيوي فعليه النظر الى لي كوان يو الذي حول المدينة الى دولة، وجمع حوله العقول اللامعة، ووصلت سنغافورة الى التقدم عبر طريق مختصر مثل الاهتمام بالنظام التعليمي ومحاربة البطالة والادخار'.

الرئيس الكوري الجنوبي كيم داي جونغ: 'كلما قابلت لي كوان يو، تأثرت تأثرا بالغا بذكائه الكبير ورؤيته الثاقبة وعمق فهمه للتاريخ والمجتمع. وبغض النظر عن موقعك في السياسة، ستجد أفكاره الحاذقة حول اسيا والعالم تشكل مصدرا للوحي الاقتصادي'.

سنغافورة: صنع في لي كوان يو
مدخول الفرد السنوي قفز من 435 دولارا إلى 22 ألف دولار
لا تقرأ جدولا او احصاء الا وتجد اسم سنغافورة في المراتب الأولى. اذا كان الجدول عن النمو، برزت فورا سنغافورة. واذا كان عن الازدهار احتلت تلقائيا الصفوف الأولى. واذا كان تقديرا للمستقبل، حلت سنغافورة في الاوائل. فسنغافورة من اكثر بلدان الارض امنا ومن اكثرها اطمئنانا كما هي نموذج في المحافظة على البيئة ومثال في المحافظة على مستوى المعيشة. انها تتقدم الآخرين في كل شيء. والفارق بينها وبين محيطها المباشر او الأقرب او الأبعد، كالفارق بين 'بورصة نيويورك' و'بورصة الخرطوم'. وعندما تبحث عن سر نجاح هذا البلد الآسيوي، تقرأ في كل سطر من سطور تاريخه اسم 'لي كوان يو'. فلا تعرف ان كان السر في هذا الرجل الخارق ام في الشعب الذي تحول كل فرد فيه الى مسؤول. أم ان السر هو في حجم سنغافورة الذي يمكن الدولة من ضبط كل شيء ومراقبة الأمن بالعيون الالكترونية من دون الحاجة الى شرطي واحد. لكن النتيجة هي الأهم. اذ تمكن لي كوان يو في 31 عاما من تحويل الجزيرة النائية إلى أهم مركز تجاري ومالي في العالم. وبفضل سياساته الحكيمة، أصبحت سنغافورة من كبرى الأسواق المالية التي تضم أكثر من 700 مؤسسة اجنبية و60 مصرفا تجاريا إضافة الى بورصة مزدهرة لتبادل العملات الصعبة بحجم 60 مليار دولار.
وتقول كونا في تقرير عن سنغافورة أن الأخيرة حققت بفضل هذه السياسات نجاحا ونموا هائلين في اقتصادها ومعالجة مشكلاتها المستعصية، وتضاعف الناتج المحلي الاجمالي 40 مرة وقفز من 2.1 مليار دولار عام 1960 إلى 86.8 مليار دولار عام ،2002 كما قفز حجم الاستثمارات الاجنبية من 5.4 مليارات دولار في ستينات القرن الماضي إلى 109 مليارات دولار عام .2005

نصيب الفرد
كما ارتفع نصيب الفرد من هذا الناتج ليصبح من اعلى المعدلات في العالم ويصل الى 22 ألف دولار سنويا مقارنة ب 435 دولارا فقط عام ،1960 ووضع كوان يو نصب عينيه تحويل بلاده من جزيرة متهالكة يسكنها الفقراء وتعاني من تدني مستوى التعليم وارتفاع معدلات البطالة وتنعدم فيها الموارد الطبيعية الى دولة حديثة. فأخرج بلاده من محنتها باتباع سياسات اقتصادية حازمة، وغرس قيم الاحساس بالواجب والجدية بالعمل والتسامح الديني في نفوس مواطنيه ومحاربة التسيب والمخدرات التي كانت متفشية بشكل كبير. فأنشأ 'مجلس التنمية الاقتصادية'، وأعطى الجهاز الحكومي صلاحيات واسعة لتطبيق ومتابعة وتطوير الاقتصاد السنغافوري وتشجيع الصناعات المحلية.

سوق المال والصناعة
وفي عام 2004، اختار الملتقى الاقتصادي العالمي سنغافورة ضمن العشرة الاوائل لأكثر أسواق المال العالمية تقدما بسبب المناخ الاستثماري والنظم السارية والتطور الكبير الذي تشهده. ومن أبرز شركائها التجاريين الولايات المتحدة واليابان وماليزيا والصين والمانيا وتايوان وهونغ كونغ.

واستوعبت سنغافورة في زمن قياسي كل متطلبات العصر، وأضحت واحدة من أغنى أغنياء بلدان آسيا والعالم، في حين قفز سكانها من 150 الف شخص عام 1819 إلى 3.7 ملايين نسمة حاليا. ويتغذى الاقتصاد السنغافوري على الصناعات المحلية. اما الاراضي الزراعية فتشكل أقل من 10 % فقط من اجمالي مساحة الدولة البالغة 648 كيلومترا مربعا.

ركائز مايكرو - اقتصادية
الى ذلك، تعتبر الركائز المايكرو-اقتصادية والاستقرار السياسي ومصداقية إطار العمل القانوني والقضائي بالإضافة إلى الجودة العالية للإشراف على الحقل المالي عوامل أدت إلى إيجاد بيئة مواتية لأنشطة تدبير الثروة في سنغافورة. كما أن هذه الدولة الآسيوية تمتلك تجربة عميقة في الاستثمار. ففي عام 2003، نمت الأرصدة المسيرة بواسطة المؤسسات الموجودة فيها بنسبة 35% لتصل إلى 465.2 مليار دولار سنغافوري.

وتعتبر سنغافورة حاليا من اكبر مصدري اسطوانات الكمبيوتر في العالم وواحدة من اهم مراكز صيانة السفن. كما تقدم خدمات مالية لمعظم بلدان المنطقة ما يشكل 27 % من دخلها القومي. وتملك مؤسسات اعلامية متقدمة: 9 اذاعات و3 شبكات تلفزيون و8 صحف محلية تخضع لرقابة شديدة وصارمة من السلطات المحلية.

أعراق مختلفة
وتتألف البلاد من مجموعة جزر صغيرة متناثرة. أما جزيرة سنغافورة فتنفصل عن ماليزيا بمضيق 'جوهر' عند الشمال. ويعتبر سكانها خليطا من أصول مختلفة (75% من أصول صينية و14% ماليزية و9% من الباكستانيين والهنود ثم أندونيسيون). وتنتشر بين سكانها اللغة الصينية واللغة الماليزية العامية. وتعتبر الإنكليزية لغة أساسية. كما يعتنق 15 % من سكان سنغافورة الاسلام أما البقية فيعتنقون البوذية والكنفوشية والطوطمية والمسيحية.

طلال بن عبدالعزيز: آل سعود 5114 شخصا ويتقاضون أقل من 5% من واردات النفط

أوضح الامير طلال في حديث لصحيفة 'البيان' الاماراتية، نشرته امس، ان عدد افراد اسرة آل سعود بلغ حوالي 5114 شخصا من رجال ونساء واطفال. وبشأن ما تتقاضاه الاسرة من اموال قال 'يقولون في الخارج ان العائلة تتقاضى ما بين 26 و27 مليار ريال سنويا من خزينة الدولة، وقال البعض ان العائلة تأخذ ثلث الواردات النفطية، لكننا عملنا دراسة وسألنا المختصين والمسؤولين عن هذا الامر فوجدنا ان الرقم يقل عن 5 في المائة'.

العدوان على بيت حانون: 25 شهيدا فلسطينيا معظمهم أطفال ونساء بثياب النوم

استيقظت بلدة بيت حانون فجر امس على مجزرة اسرائيلية استهدفت الاطفال والنساء وهم نيام داخل منازلهم لتفتك بهم قذائف الدبابات قبيل استيقاظ بعضهم للوضوء وصلاة الفجر.

وكان صباح بيت حانون بركا من الدماء ورؤوس وسيقان واشلاء اطفال ونساء مبعثرة، بعدما مزقتها شظايا الحقد الاسرائيلي، وكانت الحصيلة 20 شهيدا بينهم 13 من اسرة واحدة واكثر من 40 جريحا.
وبالتزامن مع مذبحة شمال قطاع غزة، كانت قوات اسرائيلية خاصة ترتكب مجزرة لا تقل بشاعة في بلدة اليامون قرب جنين في شمال الضفة الغربية، وقالت مصادر امنية ان خمسة فلسطينيين بينهم اربعة من كتائب شهداء الاقصى تمت تصفيتهم على يد الجنود بعد اصابتهم بجروح خلال اشتباكهم مع قوة الاحتلال.

وأشارت المصادر الى ان الوزارة لن تتخذ اجراءات عقابية بحق الطلبة انما سينال المعلمون والموظفون تلك العقوبات، خصوصا ان الوزارة تعلم ان اكثر من 95% من هذه الفئة متمارضون.
ونبهت المصادر الى ان وزير التربية طلب من قطاع الشؤون الإدارية في الوزارة والمناطق التعليمية تقريرا موسعا حول نسبة الغياب واسبابه ونسبة المتمارضين من المرضى الحقيقيين.

The Norwegian Nobel Committee has decided to award the Nobel Peace Prize for 2006, divided into two equal parts, to Muhammad Yunus and Grameen Bank for their efforts to create economic and social development from below. Lasting peace can not be achieved unless large population groups find ways in which to break out of poverty. Micro-credit is one such means. Development from below also serves to advance democracy and human rights.

Muhammad Yunus has shown himself to be a leader who has managed to translate visions into practical action for the benefit of millions of people, not only in Bangladesh, but also in many other countries. Loans to poor people without any financial security had appeared to be an impossible idea. From modest beginnings three decades ago, Yunus has, first and foremost through Grameen Bank, developed micro-credit into an ever more important instrument in the struggle against poverty. Grameen Bank has been a source of ideas and models for the many institutions in the field of micro-credit that have sprung up around the world.

Every single individual on earth has both the potential and the right to live a decent life. Across cultures and civilizations, Yunus and Grameen Bank have shown that even the poorest of the poor can work to bring about their own development.

Micro-credit has proved to be an important liberating force in societies where women in particular have to struggle against repressive social and economic conditions. Economic growth and political democracy can not achieve their full potential unless the female half of humanity participates on an equal footing with the male.

Yunus's long-term vision is to eliminate poverty in the world. That vision can not be realised by means of micro-credit alone. But Muhammad Yunus and Grameen Bank have shown that, in the continuing efforts to achieve it, micro-credit must play a major part.

Study estimates 655 000 excess Iraqi deaths since start of war

A team of American and Iraqi epidemiologists estimates that 655,000 more people have died in Iraq since coalition forces arrived in March 2003 than would have died if the invasion had not occurred.

The estimate, produced by interviewing residents during a random sampling of households throughout the country, is far higher than ones produced by other groups, including Iraq's government.

It is more than 20 times the estimate of 30,000 civilian deaths that President Bush gave in a speech in December. It is more than 10 times the estimate of roughly 50,000 civilian deaths made by the British-based Iraq Body Count research group.

The surveyors said they found a steady increase in mortality since the invasion, with a steeper rise in the last year that appears to reflect a worsening of violence as reported by the U.S. military, the news media and civilian groups. In the year ending in June, the team calculated Iraq's mortality rate to be roughly four times what it was the year before the war.

Of the total 655,000 estimated "excess deaths," 601,000 resulted from violence and the rest from disease and other causes, according to the study. This is about 500 unexpected violent deaths per day throughout the country.

The survey was done by Iraqi physicians and overseen by epidemiologists at Johns Hopkins University's Bloomberg School of Public Health. The findings are being published online today by the British medical journal the Lancet.

The same group in 2004 published an estimate of roughly 100,000 deaths in the first 18 months after the invasion. That figure was much higher than expected, and was controversial. The new study estimates that about 500,000 more Iraqis, both civilian and military, have died since then -- a finding likely to be equally controversial.

Both this and the earlier study are the only ones to estimate mortality in Iraq using scientific methods. The technique, called "cluster sampling," is used to estimate mortality in famines and after natural disasters.

While acknowledging that the estimate is large, the researchers believe it is sound for numerous reasons. The recent survey got the same estimate for immediate post-invasion deaths as the early survey, which gives the researchers confidence in the methods. The great majority of deaths were also substantiated by death certificates.

"We're very confident with the results," said Gilbert Burnham, a Johns Hopkins physician and epidemiologist.

A Defense Department spokesman did not comment directly on the estimate.

"The Department of Defense always regrets the loss of any innocent life in Iraq or anywhere else," said Lt. Col. Mark Ballesteros. "The coalition takes enormous precautions to prevent civilian deaths and injuries."

He added that "it would be difficult for the U.S. to precisely determine the number of civilian deaths in Iraq as a result of insurgent activity. The Iraqi Ministry of Health would be in a better position, with all of its records, to provide more accurate information on deaths in Iraq."

Ronald Waldman, an epidemiologist at Columbia University who worked at the Centers for Disease Control and Prevention for many years, called the survey method "tried and true," and added that "this is the best estimate of mortality we have."

This viewed was echoed by Sarah Leah Whitson, an official of Human Rights Watch in New York, who said, "We have no reason to question the findings or the accuracy" of the survey.

"I expect that people will be surprised by these figures," she said. "I think it is very important that, rather than questioning them, people realize there is very, very little reliable data coming out of Iraq."

The survey was conducted between May 20 and July 10 by eight Iraqi physicians organized through Mustansiriya University in Baghdad. They visited 1,849 randomly selected households that had an average of seven members each. One person in each household was asked about deaths in the 14 months before the invasion and in the period after.

The interviewers asked for death certificates 87 percent of the time; when they did, more than 90 percent of households produced certificates.

According to the survey results, Iraq's mortality rate in the year before the invasion was 5.5 deaths per 1,000 people; in the post-invasion period it was 13.3 deaths per 1,000 people per year. The difference between these rates was used to calculate "excess deaths."

Of the 629 deaths reported, 87 percent occurred after the invasion. A little more than 75 percent of the dead were men, with a greater male preponderance after the invasion. For violent post-invasion deaths, the male-to-female ratio was 10-to-1, with most victims between 15 and 44 years old.

Gunshot wounds caused 56 percent of violent deaths, with car bombs and other explosions causing 14 percent, according to the survey results. Of the violent deaths that occurred after the invasion, 31 percent were caused by coalition forces or airstrikes, the respondents said.

Burnham said that the estimate of Iraq's pre-invasion death rate -- 5.5 deaths per 1,000 people -- found in both of the Hopkins surveys was roughly the same estimate used by the CIA and the U.S. Census Bureau. He said he believes that attests to the accuracy of his team's results.

He thinks further evidence of the survey's robustness is that the steepness of the upward trend it found in excess deaths in the last two years is roughly the same tendency found by other groups -- even though the actual numbers differ greatly.

An independent group of researchers and biostatisticians based in England produces the Iraq Body Count. It estimates that there have been 44,000 to 49,000 civilian deaths since the invasion. An Iraqi nongovernmental organization estimated 128,000 deaths between the invasion and July 2005.

The survey cost about $50,000 and was paid for by Massachusetts Institute of Technology's Center for International Studies.
